My primary assignment was to manage the company's construction management contract with the National Park Service (NPS). Under this contract the firm provides on-site construction management for projects in National Parks throughout the country. Projects ranged from the relocation and restoration of Alexander Hamilton's house in Harlem to life/safety upgrades at the Statue of Liberty. Renovation projects include the New Immigration Building on Ellis Island, Faneuil Hall in Boston, the visitor center at Death Valley, and structural improvements to the cell house at Alcatraz. New construction includes visitor centers at Grand Teton and Lassen Volcanic National Parks, employee housing in the Everglades and Big Bend National Parks, a fish hatchery on the Olympic Penninsula in Washington, and a pier at Channel Islands National Park.I also provide construction dispute resolution services to owner organizations including claim analysis and resolution assistance prior to, during, and after hearings.

I managed a diverse group of functional units: Construction bidding and contracting; Consultant professional services selection and contracting, Intergovernmental contracting; Consultant pre-contract audit; Construction cost estimating; Construction software support; Construction contract labor compliance. I was an internal consultant to the Chief Engineer, Area Engineers and Region personnel on claim issues. I chaired the CDOT Quality Improvement Council and was a member of the AASHTO Standing Committee on Quality and the AASHTO Partnering Subcommittee.

I was one of two Area Engineers providing construction support and expertise for field construction personnel statewide. I trained project personnel in specification interpretation, contract administration and claims procedures.I provided advice and support to field construction personnel on contract administration issues including claims, was an internal consultant to the Chief Engineer on claim issues. and was responsible for statewide coordination and oversight of the construction contract claims process.

I managed a construction residency office, with oversight of multiple simultaneous construction projects, ranging in size from intersection improvements to reconstruction of an Interstate Highway Interchange. I provided the project engineers with support, training, and assistance in construction contract administration, performed constructability reviews and provided input to the design team during project development, and wrote specifications. For contract claims and disputes I analyzed the claims, negotiated settlements, prepared responses, and presented the CDOT position at hearings.
