Dr. Gary Stark is president and Chief Executive Officer of the National Institute for Excellence in Teaching. NIET is a 501(c)(3) nonprofit organization that pursues its mission to increase educator effectiveness through two signature initiatives: TAP: The System for Teacher and Student Advancement and NIET Best Practices Center. Initially created by the Lowell Milken and the Milken Family Foundation, TAP™: The System for Teacher and Student Advancement is a comprehensive school reform model that provides powerful opportunities for career advancement, professional growth, instructionally focused accountability and competitive compensation for educators. Based on the knowledge and capability gained from a decade of on-the-ground expertise with the TAP System, combined with the growing demand for proven reforms in teacher and principal effectiveness, NIET created the Best Practices Center. With proven results and leadership in educator quality and reform, the Best Practices Center provides schools, districts and states with service, support and solutions to improve educator effectiveness.Prior to his appointment as Chief Executive Officer, Dr. Stark served as the Chief Operating Officer and worked in various senior management roles associated with NIET and the Milken Family Foundation since 2001. Over his career, Dr. Stark has met with thousands of teachers, principals and school administrators. He has testified before school boards, legislative committees, members of Congress, and non-profit foundation boards. He has held positions as an assistant professor and special assistant to the U.S. Assistant Secretary of Education. In addition, he has K-12 experience as a building-level principal, assistant principal and a classroom teacher.
