For Baku 2015, Gavin provided leadership across the programme to deliver the inaugural European Games for more than 6,000 athletes, delivered in 20 months rather than the usual 7 years for an event of this scale. His remit included building a team of 45 people to deliver:Strategic planning for the event including definition of overall vision and client experience.Programme and project management support across more than 50 business functions, including Games operations, technology, procurement and commercial.Design of programme governance.Chairing internal and cross-partner integration forums and supporting stakeholder engagement.Strategic and operational risk management. Cross-functional projects to develop operational plans.Testing and exercising.Modelling and analytics.Development of skills, knowledge and behaviours to deliver the Games and leave a lasting capability legacy in Azerbaijan, including the innovative Baku 2015 Games Academy which recruited and developed 200 high performing graduates.

Performed a number of senior client-side and consulting roles across public and private sector, including:Major UK infrastructure programme – supported senior representatives of client and contractor to challenge conventional thinking and deliver optimised schedule for major programme of infrastructure works.UK Government Cabinet Office, Major Projects Leadership Academy – delivered masterclass in programme risk management and operational readiness for senior civil servants leading largest government programmes in the UK.Major North American retailer – development of market insights for Middle East and Asia Pacific target markets.Intercontinental Hotels Group – led review of London 2012 sponsorship programme implementation.Thomas Cook – led review of London 2012 sponsorship strategy, commercial delivery and programme implementation and governance.News International – managed delivery of projects to drive efficiency across editorial production for 4 newspaper titles.In addition to client roles, performed a number of roles internal to the firm including:Led debrief and development of Deloitte publication Lessons from London 2012 and leverage in marketplace.Led development of Deloitte global capability in operational readiness for capital programmes.Supported Lead Partner in development of strategy and capability in major events for Deloitte globally.Supported development of Olympic sponsorship activation strategy for Deloitte in UK and Canada.Active role in talent selection and development.

Seconded to the Main Operations Centre during the Games, providing strategic oversight and facilitating central coordination of Games operations, working directly for the Executive Director of Operations and supporting other members of executive team. Also provided key interface with external partners including central Government.Prior to that, as Head of Readiness Testing and Exercising, responsible for designing and leading implementation of programme of immersive learning and testing to iteratively develop operational plans for venues and systems, build capability and drive integration across the Games workforce of 240,000 people from a complex network of public and private partner organisations. Included delivery of effective risk, issue and quality assurance frameworks.
