Gavin has 13 years’ Operational Planning experience in consultancy having worked at a number of Train Operating Companies on secondment (a mix of Inter City and suburban commuter railways). Since joining Jacobs, he has provided advice to a number of public and private sector clients on a variety of rail projects including franchise bids for the East Anglia, East Midlands, Essex Thameside, Inter City East Coast, Southeastern franchises. Gavin has been responsible for developing and designing train service plans involving detailed timetable, diagramming and resourcing work enabling the delivery of robust operational performance along with efficient and productive fleet and train crew utilisation. Most recently, Gavin has been responsible for writing Train Service Requirement (TSR) documents for the Department for Transport’s (DfT) Essex Thameside and East Anglia Franchise competitions, which specify all of the train service enhancements to be provided by bidders as well as writing technical repots based on franchise bid submissions to aid evaluators.

All aspects of train planning activity for amended timetables on the former Silverlink (West Coast Main Line and North London Line), Great Northern and West Anglia routes. Train Planning Manager for the c2c route (London, Tilbury & Southend) in charge of agreeing the permanent timetable, operational and commercial changes, train formations, rolling stock diagrams, train crew resource plans, planning for special events and agreeing possession opportunities with Network Rail.
