1) Manages day-to-day implementation of the System’s collective bargaining agreements and strategic engagements with numerous union partners2) Hold grievance conferences; negotiate settlements or mediate disputes on disciplinary and contractual matters; prepare investigatory documents and briefs; and provide advice on labor relations related matters3) Supervise support staff of one or more Labor Relations Specialist and administrative staff support, manage and bring to conclusion a high-volume of cases that stem from innumerable patient and employee settings across the healthcare environment4) Work productively with the unionized, managerial and executive staff within the assigned business unit, as well as any internal support team that may be available5) Effectively work with various other departments throughout the System, and external agencies, including the NYC Health + Hospitals Inspector General, the New York State Justice Center, and various District Attorney Offices6) Operate with latitude for independent judgement under the direction of central office leadership in the Office of Labor Relations in NYC Health + Hospitals7) Performs related work

1) Participates in collective bargaining discussions through direct negotiations with unions on noneconomic demands and, in cooperation with New York City Office of Labor Relations, on matters of an economic nature2) Prepares progress reports, develops summaries, and reports status of negotiations, including trends, likeliness of impasses and resolution of collective bargaining matters.3) Prepares analysis of impact of union demands on hospital operations and prepares rebuttals and strategies to deal with such, including recommendations for management’s counter demands prior to and during negotiations.4) Interprets contracts and agreements and Labor Relations Orders dealing with wages, hours, working conditions and all other matters within the purview of the agreement affecting labor relations, employee relations and personnel management activities.5) Investigates and processes employees’ grievances to be handled at the corporate level, prepares reports, and provides recommendations for their resolution.6) Serves as Hearing Officer for grievances handled at the corporate level and represents the Corporation when appealed to City Office of Labor Relations and at arbitration hearings.7) Meets with Union representatives in Labor-Management meetings to discuss and seek resolution of Corporation system-wide or local issues.8) Maintains ongoing liaison with Union and Union Representatives.9) Discusses local hospital issues and their resolution with personnel-labor relations management staff.10) Maintains routine contact with hospital representatives.11) Maintains liaison with Office of Labor Relations, Office of Collective Bargaining and other City, State or Federal agencies relating to various labor relations matters.

1) Conduct complex internal investigations in response to allegations of employee misconduct and violations of agency standards of conduct2) Interview complainants, subjects, witnesses, and members of the public to gather information and details to make disciplinary and policy change recommendations accordingly3) Conduct investigations into EEO-related complaints of discrimination and sexual harassment4) Tasked with collecting and reviewing relevant evidence5) Analyze agency employee records and making recommendations for appropriate disciplinary action to be taken following the conclusion of each pertinent investigation6) Draft investigative reports/case narratives, surveillance and inspection memos, and other documents as needed 7) Obtain case intelligence and evidence, conduct inspections, undercover surveillance, and fieldwork including photographs, video surveillance, audio surveillance, witness statements, incident reports, and other public/governmental records 8) Examine and analyze records such as employee personnel files, disciplinary history, financial records, mobile phone residential records, attendance, performance reports, GPS tracking data, social media profiles, police reports, arrest data, civil/criminal records, DMV records, and accident reports9) Serve as the liaison between the NYC Department of Parks and Recreation and other NYC/State agencies10) Appear and testify at hearings, trials, and administrative proceedings11) Maintain case records and investigative files and routinely perform inspections of parks and other facilities under the jurisdiction of the Parks Department to ensure compliance with parks rules and regulations under New York City Laws.
