Over 25 years of real estate related experience. Approximately 23 years of real property appraisal experience, 10 years in fee appraisal, 12 years in mass appraisal and 1 year of collateral analysis. Extensive knowledge of appraisal theory and South Carolina laws regulating valuation of property for ad valorem taxation. Strong communication skills both written and oral having over eight years of experience teaching real property appraisal classes and more than 20 published articles, five of them winning awards at the state level. Very good people skills with extensive experience dealing with taxpayers as well as clients and property owners for fee and bank work. Good working knowledge of the mechanics of applying a reassessment program and working through the appeals process, having participated in four reassessment programs to date. Good working knowledge of methodology in valuing commercial property (currently certified to teach all pre-licensing courses needed to obtain a S. C. Certified General certification). Experience in preparing and presenting reports and exhibits for county appeal board hearings, including appeals based on equity issues and contamination. Qualified as an expert witness in the S.C. Administrative Law Court. Co-designer of the S.C. Department of Revenues class on how to perform a residential reassessment for 2010 (required course for all Assessor’s Office appraisers in South Carolina) as well as the DOR 2011 and 2012 courses.
