• Liaison between the Federal Aviation Administration and Airmen, Event Sponsors, Air Carriers,Operators and Agencies. Services include conducting in-depth inspections, developing operating manuals for FAA approval, coordinating proving runs, representing entities in enforcement, reexamination, and accident cases, preparing Certificates of Waiver and/or Authorization for aviation events and performing monitor duties, and preparing airmen for Part 135 and various certificate/ratings checkrides.• Perform in-depth inspections (based on FAA NASIP procedures) to enhance operations and toprepare operators and airmen for pre/post accident and other investigations by the FAA andinsurance carriers. Audit “auditors” during industry-sponsored audits of Part 135/145 operationsused as vendors to ensure the “auditor’s” understanding of the applicable Federal AviationRegulations resulting in fair and accurate findings.• Counsel airmen for potential FAA reexamination and enforcement procedures. Provide applicabletraining and/or consulting to safely resolve such issues. One case resulted in an unprecedentedfavorable reconsideration by the FAA of the basis for the reexamination.• Inaugurated major airshows throughout the country that included the North American Military Demonstration Teams (USAF Thunderbirds, USN Blue Angels, Canadian Air Force Snowbirds, US Army Golden Knights, USN Leap Frogs, etc.), various military TAC Demo teams, and major air show performers such as Sean Tucker.• Inaugurated the Red Bull sports drink aerial demonstration/competition promotional campaignheld in Chicago, Cleveland and other cities throughout the country.• Developed and prepared repair station manuals and quality control manuals to meet therequirements of the revised Part 145 regulations for a number of Certificated Repair Stations.

• Responsibilities included the oversight of Part 135 Air Taxi and Part 145 Certified Repair StationCertificates. Revised and updated operational and training manuals and systems to maintainregulatory compliance. Duties included interviewing and hiring pilots, scheduling, training, andoverall managerial aspects of the operation.• Rewrote company’s Drug and Alcohol Prevention Program to be in compliance with currentregulations.• Developed and wrote company’s Part 145 Repair Station Manual (and subsequent revisions andamendments) and procedures to secure and expand their Part 145 Repair Station certificate.• Prepared all aspects of the company for intensive, in-depth inspections from the FAA and privateorganizations (Wyvern, Net Jets, Phillip Morris, etc.) to secure charter contracts with leadingindustry firms and celebrities.

• Responsible for the certification and surveillance of air carrier and air agency operations. • Member of the FAA FOEB that revised the IA-JET MMEL.• Technical advisor to the committee that revamped the FAA’s Part 141 Pilot School VIS data.• FAA IIC of the Chicago Air and Water Show. Coordinated City of Chicago Departments, USCG, O’Hare ATC facilities, major air show performers (Blue Angels, Thunderbirds, Snowbirds etc.). Received citations from Mayor Richard M. Daley recognizing my contributions to the success and safety of the events.• Enforcement investigation involved close coordination with the RCMP, CPD, FBI and the INS to thwart an operation utilizing illegitimate air transportation to smuggle illegal aliens into the US from Canada. Investigation and participation in a USAF FEB; cooperation between the FAA and the USAF resulted in a strengthened position in the role of the FAA in enforcement cases against military personnel.• Used computer analysis and audio/video enhancement procedures to determine causalfactors during the investigation of such high profile accidents as the Hinckley, IL parachute jumpplane disaster, the Chicago Meigs midair collision, and the celebrity golfer Payne Stewart Learjet accident.• On-scene and follow-up aircraft accident investigations resulted in my safety recommendations that affected changes in FAA national policies and procedures; restructuring the certification requirements of engine/airframe type certificates; and amending the FAA’s policy on the surveillance and certification of vehicles in the Ultralight and Tandem Parachute industries. Caused amendment to national pilot application forms to prevent inadvertent naturalization of alien citizens. Contributed numerous recommendations for the improvement of the Learjet pressurization/supplemental oxygen systems.• Performed trend analysis of operators to predict problems and offer solutions to ensure compliance with regulations before enforcement action was needed.

• Managed Corporate Flight Department. Responsibilities included maintaining, scheduling andcrewing corporate fleet. Performed periodic maintenance inspections. Developed, activated, managed and flew FAA Part 135 ATCO operations.• Managed and operated municipal airport. Duties included negotiations with local, state and federalgovernmental agencies, start-up and establishment of charter, flight training, maintenance, fuelingoperations and supervision of airport personnel.• General Manager of FAA-approved repair station. Participated in the start-up procedures andwrote operations manual. Responsible for complete overall operations, training, equipment, andpersonnel in order to comply with all applicable Federal Aviation Regulations.• Negotiated government contracts for the US Department of Energy to provide air transportationfor their southwestern operations.

Developed course curriculum, tests, and off-campus demonstrations for aviation ground school.Responsible for teaching all material pertinent to obtaining pilot certificates and successfulcompletion of FAA written examinations.
