Gonzalez's work focused on human capital development, school-to-work transitions, workforce development, and workplace dynamics, employing both qualitative and quantitative methodologies. While at RAND, Dr. Gonzalez conducted program evaluation, case study analysis, and analyzed data from surveys, interviews, and focus groups with key informants and industry leaders. Projects included the development of a workforce system for Puerto Rico as it sought to recovery from Hurricanes Irma and Maria, an evaluations of K-12 education reforms in Baltimore, MD, New Haven, CT, Jackson, MS, and New York, NY, and a study on the alignment of education and training with workforce needs in the energy sector in Ohio, West Virginia, and Pennsylvania. Gonzalez’s international work included a study on the demographic challenges facing Abu Dhabi for the Office of Strategic Affairs of the Crown Prince Court of Abu Dhabi and an analysis of the skills mismatch problem in Arab Gulf countries for the Emirates Center for Strategic Studies and Research. Her 2008 co-authored book, “Facing Human Capital Challenges of the 21st Century,” analyzed the education and labor market reforms of four countries in the Middle East. Gonzalez’s 2005 book, “Educational Attainment in Immigrant Families: Community Context and Family Background” (LFB Scholarly Publishing) examined the educational attainment of children of immigrants in the U.S., comparing the relative effects of neighborhood context and family background (pre-arrival educational attainment of the parents with post-arrival social status). Gonzalez was based in RAND's Qatar office from 2003-2007, helping to design and implement a comprehensive student assessment system.
