Oversee legal function of association, including assuming responsibility for contract creation and review, IP management, governance, ethics, and employment law matters. Implement automated contract lifecycle management system (CLM) and GDPR compliance program. Redesigned contract review process and intellectual property management with an eye to improving efficiencies. Redesign and manage all aspects of the Department of Human Resources at association with 100+ employees. Led effort culminating in APICS receiving credentials as a Great Place to Work. Managing beginning stages of DE&I program. Selected and administered new payroll and HRIS systems; updated and managed performance review process; served as primary contact for consultants handling continuity planning and compensation studies; drafted and implemented policies and updated employee handbook; implemented training programs on sexual and other harassment, cyber-security, and creating a digital culture; manage all employee issues, including hiring and termination of employment.

Recruited by the Chief Administrative Officer to directly assist her in coordinating wide-ranging county functions and departments including: Adoption & Child Custody Advocacy; Animal Control; Child Support Compliance Enforcement; Environmental Control; Transportation and Highway; Industrial Engineering; Law Library; and Medical Examiner. Highlights include:• Advise on legal issues related to employment; labor; safety; compliance; human resources; legislative policy and advocacy; federal, state, and administrative compliance; hiring processes; termination and adverse actions; regulatory violations; abatement and corrective actions; and more. • Extensive work modernizing and streamlining the Medical Examiner’s Office, as well as securing federal grant to successfully upgrade case management system; spearhead corrective actions to get the office into compliance with state and county rules after +20 OSHA violations were cited.

Handled all legal issues, inquiries, and litigation, from routine state-FOIA requests to foreclosure of multi-million dollar hotels.• Advised on legal implications of financial programs, investment vehicles, legislative and policy initiatives, issuance of state bonds, economic development, more. Negotiated and drafted high value contracts with financial services institutions for the management of state funds. Testified in hearings before the state legislature on behalf of office.

Acting Director, Division of Financial Institutions, and General Counsel for department (originally the Department of Professional Regulation, before consolidation with other agencies to form IDFPR) dedicated to protecting Illinois consumers through licensing and overseeing +1M professionals in ~100 industries, and through monitoring most of the state’s financial institutions with combined assets of +$4T. Also served as Senior Deputy General Counsel and Ethics Officer. Highlights included:• Ran division with +40 employees charged with regulation of state’s financial institutions, including credit unions, title insurance companies, currency exchanges, and consumer credits business (such as consumer installment lending and payday loan providers). Simultaneously ran legal department of 20 lawyers, administrative law judges (ALJs), and staff to handle advocacy and administrative proceedings, and to defend IDFPR in legal actions. • Developed regulatory policies for ~55 professions, implemented new legislation, and partnered with Governor’s Office and with industry leaders on policy. Led enforcement efforts, including investigations into small-scale and wide-ranging consumer fraud, resulting in numerous administrative and court proceedings, as well as +$0.5M fines collected, on behalf of the people of Illinois.

Highlights included:• Conducted extensive investigations of allegations of misconduct and drafted reports and recommendations on same. Testified on behalf of OIG in court hearing.• Part of team challenged with designing and implementing best practices and policies on ethics.

Highlights included:• Designed and rolled out the Ethics Inquiry Program, assisting lawyers in understanding and applying the Illinois Rules of Professional Conduct to real life practice circumstances. Personally fielded ~4000 calls for help.
