CurrentDirects and oversees procedures and proper application, implementation of new and amended international maritime regulations and all related programs implemented by the Administration. In details:• Monitor, develop draft Registry policy and guidelines and ensure proper application and implementation of new and amended maritime regulations• Manage programs implemented by the Administration related to IMO fuel oil collection data, CII and SEEMP verification, issuance of certificates and related invoices to Verifiers.• Review and authorization of lifeboat service providers• IHM Expert Company review and acceptance including issuance of SOC.• Review and Approval of Electronic Record Books, issuance of appropriate documents and related invoicing to ERB Companies.• BWM Convention certificate issuance and conduct of surveys.• Develop Passenger Ship regulations, inspection checklist and inspectors training for passenger ship surveys.• Evaluate requests and administer Flag Administration determinations, exemptions and dispensations to ship owners, ship managers and Class societies.• Provide oversight, monitoring, and liaison with the authorized ROs performing functions on behalf of the Liberian Administration.• Arbitrate disputes between the class societies and owners, shipyards, suppliers and designers.• Assists Senior V.P, Maritime Operations, as necessary, on recommendation on suitability of vessels for registration and re-registration.• Review IMO and international requirements on a regular basis to ensure proper application of new or amended requirements.• Oversee the review and approval of Ships’ Plans and any other plan verification services provided by the Administration. • Resolve issues related to vessel specific data at the request of the Vessel Registration Department.• Provide technical support on vessel detentions and casualties as required.• Attend IMO and other applicable meetings and conferences relevant to Regulations and Standards
