Air TYCOM’s Aircraft Carrier maintenance process expert, troubleshooter and problem solver. Serving both COMNAVAIRLANT and COMNAVAIRPAC, my position was established specifically to analyze, question and improve aircraft carrier maintenance procedures across the enterprise. I standardize processes, identify duplicative or dated practices, analyze existing and proposed maintenance initiatives (internal and external) for opportunities to synergize, deconflict or rebut. I enforce compliance with approved processes and report to stakeholders within the larger maintenance community. I analyze authorized policy, actual practice, and emerging initiatives to identify gaps and overlaps.

Executed total life cycle management for the nuclear powered supercarrier USS NIMITZ (CVN 68). Planned, directed, managed and coordinated repairs and modernization in support of COMNAVAIRFOR policy for projects funded up to 150 million dollars per operating cycle and involving the coordination of the efforts of a workforce ranging from 100 to 800 employees. Chaired planning meetings and conferences with appropriate Type Commander interdepartmental staff codes, ship’s force, PMS-312C, and the Naval Supervising Activity. Scheduled, coordinated and conducted conferences involving ship’s force with multiple public and private agencies for work definition. Ensured these divergent agencies formed an integrated team to accomplish work packages within budget and schedule. Delivered all projects on time.

Same as above. Following release from active duty, and due to a civil service hiring freeze, I was maintained on the CNAP staff as a contractor with the same duties and responsibilities (with appropriate government oversight) until I could be hired as a civil servant.

- As CNAP Maintenance Manager for USS RANGER (CV 61) and USS CONSTELLATION (CV 64). Managed decommissioning preparations and Service Life Extension Program recovery. Managed the first dry docking availability in the Pacific Northwest with zero environmental violations.- As Officer In Charge of the Sasebo detachment of Commander, Naval Surface Group Western Pacific, managed all Type Commander functions for COMNAVSURFPAC (maintenance planning, financial management, personnel management, correspondence, travel and scheduling), for five assigned ships, frequently without administrative support. Corresponded directly with the Rear Admiral at Headquarters and functioned in all matters as his direct representative, which occasionally put me in conflict with the local base commander. Surviving this relationship required developing significant tact and diplomacy. Planned and managed eleven major ship maintenance periods, including two dry dockings. Demonstrated independent command and successful coordination of multiple overseas maintenance periods with no supervision. - As CHENG in USS TOWERS (DDG-9), home ported in Yokosuka, Japan, managed a department of over ninety Sailors, chiefs and officers. Also served as Gunnery Officer and Assistant Operations Officer. Ship won the Engineering "E" and Battle "E."
