 Acted as bond, underwriter’s and trustee’s counsel for bond issues of state agencies and units of local government in Illinois. Extensive experience with tax credit bonds, tax reissuances, advance and current refundings of existing debt and substitutions of credit facilities and bond insurance. Responsible for preparing departmental marketing materials and responses to Requests for Proposals. Representations include issues of the State of Illinois, City of Chicago, Cook County, Illinois, the Metropolitan Water Reclamation District of Greater Chicago, the Illinois Finance Authority and The Illinois State Toll Highway Authority.

 Acted as bond, underwriter’s and trustee’s counsel for bond issues of state agencies and units of local government, in Illinois and nationally. Extensive familiarity with multi-modal interest rate mechanisms, multiple-tranche and master trust structures supporting ongoing debt programs and advance and current refundings of existing debt. Comprehensive experience with financings (and related tax, corporate, securities and real estate matters) for universities, hospitals, other 501(c)(3) entities, airlines and air cargo providers, manufacturers, rental housing developers, utilities, and governmental issuers in the areas of housing and transportation. Extensive experience with interest mode conversions, substitutions of trustees and remarketing agents and additions and substitutions of credit facilities and bond insurance. Representations included issues of the Illinois Finance Authority, Regional Transportation Authority, City of Chicago and various counties, municipalities and park districts within Illinois, and issuers in Alaska, California, Florida, Indiana, Maryland, Michigan, New Hampshire, New York, Ohio, Oklahoma, South Dakota, Texas, Wisconsin and Wyoming.

 Acted as bond and underwriter’s counsel for Illinois state agencies and units of local government. Representations included financings (and related corporate, securities and real estate matters) for rental housing developers, manufacturers and governmental issuers in the areas of housing and transportation. Represented NIPSCO Industries (now NiSource) in developing and financing cogeneration power projects. Drafted and negotiated tolling agreements, ground leases, service agreements, operating and maintenance agreements, construction contracts and synthetic lease financing documents.  Represented Illinois hospitals and other not for profit corporations in corporate, tax and regulatory matters. Served as staff member to Governor Edgar’s 1995 Task Force on Horse Racing in Illinois and helped draft 1995 amendments to the Illinois Horse Racing Act.
