Developed and managed the only school by school reform education ever funded based on proven performance. Each school entering the program developed and managed their own individual program based on their school site program plan. School principals, teachers and parents liked the program; however, superintendents and school boards resented the idea that schools could be different and managed somewhat independent of central control. I left public education in 1978 because it became quite apparent to me that the system was corrupt! Self interest of teacher unions, district administration, especially large districts, and legislators was far more important than interest in student performance. Legislators, Superintendents, Board Members would all say that the interests and safety of the "children" was their highest priority. BS, just follow the money and the policies adopted at all levels and you'll see that the interests of the children are often subordinated to the last consideration.
