While it was inevitable that the storm would completely devastate a number of important operational stations and facilities there was no loss in continuity of service and the port was reopened in record time. As most heating oil and other petroleum products are transported by water this was absolutely critical to the region. Captain Loebl's crews were literally right behind the storm to clean up spills, restore navigational aids and certify the safety and usability of the facilities. The Coast Guard even dewatered some critical non-maritime infrastructure such as the Brooklyn Battery Tunnel. He effectively coordinated resources coming in from all over the Coast Guard and other Federal agencies on a tight timetable. His calm, principled leadership was critical in getting the region back up on its feet. We were very fortunate he was here in New York when he was. I'm sure the people from the Gulf who went through Deepwater Horizon will say the same. On a personal note his concern for the safety of his civilian volunteers throughout this terrible time was very much appreciated. He found the time to reach out and make sure his people were safe. He's an excellent, thoughtful leader. "
