I oversee the administration of DHCD's state and federal rental assistance portfolio, representing 34,000 units and annual program budgets totaling nearly $500 million. I'm responsible for the development and implementation of all policies, programs and procedures for the Housing Choice Voucher program, as well as, state rental assistance programs, ensuring fiscal integrity, full utilization of annual appropriations and compliance with statutory and regulatory requirements. I manage an incredible staff of 15 who oversee the daily administration of our programs at more than 120 administering agencies across the state. I thoughtfully engage housing providers, community leaders, advocates, state and federal officials and other stakeholders to provide guidance and program information, seek partnerships and feedback on policy matters and to present the goals of DHCD and the Administration. As a member of the senior leadership team, I work closely with the Undersecretary and other officials to identify and advance strategic directives and policies of the Department and the Administration.

Oversight of the administration of DHCD's Bureau of Rental Assistance (BRA) state rental assistance programs including HomeBASE, Residential Assistance for Families in Transition (RAFT), the Massachusetts Rental Voucher Program (MRVP) project-based and mobile portfolio, the Alternative Housing Voucher Program (AHVP) and the Department of Mental Health Rental Subsidy Program.Responsible for the development and implementation of all policies and procedures for each of the programs including their fiscal integrity, ensuring annual appropriations are fully utilized, ensuring compliance with statutory and regulatory requirements and building and maintaining positive, responsive and informative relationships with multiple stakeholders.Oversee the work of a 7 member staff charged with administering the programs.Directly manage more than $100,000,000 in program budgets.

Policy and program design and development for major initiatives under the Patrick/Murray Administration's family homelessness system reforms. Management of HomeBASE program, a more than $83 million initiative to provide a housing-centered approach to family homelessness, serving more than 7,000 families statewide in the program's first year.

Responsible for effective and efficient management of the Homeless Prevention and Rapid Rehousing Program for Massachusetts, an $18.4 million grant through the American Recovery and Reinvestment Act of 2009. Helped to advance the implementation of the DHCD architecture designed to establish an improved system to reducing homelessness long term. Managed all contracts of grantees who receive funding for homelessness prevention, diversion and rapid rehousing and stabilization. Responsible for all reporting to HUD and any other state or federal agencies relating to HPRP. Oversaw ongoing evaluations of program effectiveness.

Provided technical assistance to medium and large-sized agencies in their administration of Public Housing, Housing Choice Vouchers, Hope VI, Moving to Work and other affordable housing and supportive services programs. Prepare staff trainings, guidance, procedure manuals and other documents to ensure clients’ regulatory compliance in administrative policy and planning. Assist clients in program evaluation and backlog operational support.

Assisted senior management in the division of Public Housing and Rental Assistance in exploring opportunities for the state’s public housing program through the American Recovery and Reinvestment Act of 2009 (ARRA), the Neighborhood Stabilization Program and other state and federal resources during a 10-week program. Prepared policy memos and guidance for management and housing authority staff statewide regarding opportunities to federalize state public housing through ARRA. Researched and documented best practices of asset development programs amongst the state’s housing authorities.

Advised five Tufts University undergraduates working on community-based projects through the Scholars program. Responsible for advisees’ project progression, process, budget and outcomes through regular meetings with advisees, site supervisors and Tisch College staff and administrators. Provided guidance to scholars preparing applications for Capstone summer service projects domestic and abroad.

Responsible for outside sales of industrial fasteners for a full-line distributor. Managed all overseas purchasing and vendor relations. Responsible for website creation, marketing and search engine optimization.

Co-directed medium-sized, international nonprofit organization with main responsibility to oversee the organization’s operations and programs in the United States. Directly supervised U.S. office staff of three and assisted in managing staff in El Salvador office. Managed financial, administrative and development operations of international organization including bookkeeping, budget oversight, payroll, financial reporting and all fundraising and grantwriting activities. Held seat on Executive Committee of the Board of Directors to provide organizational financial and program reports and assist in planning and decision-making.

Worked with 20 artisan cooperatives in El Salvador to market their fair-trade goods in the retail and wholesale markets in the United States. Managed all purchasing, importing and sales of goods from the cooperatives in the United States. Responsible for researching, reporting on and mobilizing advocates on any economic and trade policy issues pertaining to El Salvador through action alerts, organizational reports, and newsletter articles.

Oversaw all of organization’s development and administrative activities including donor and member development, solicitation, grants, bookkeeping, audit, payroll, newsletters, donor database, special events, annual reports, volunteer management, Board development, budget management. Worked with Executive Director to increase fundraising, expanding organizational budget by more than 65% in the first year. Developed and managed two new projects in first year including the publication of a book written by high school students and the expansion of the education programs to include a curriculum in local high schools. Provided financial reports to Board of Directors on a monthly basis and sat on the organization’s development and finance committees. Participated in the organization’s advocacy and coordination of services efforts.

Coordinated $300,000 annual fundraising drive and special events. Wrote and managed government and private grants for both the homeless shelter and a community development corporation. Actively participated in the organization’s outreach and advocacy efforts including meetings with the City of Cincinnati and the Over the Rhine Comprehensive Plan Committee. Participated in program evaluation and compiled grant reports. Responsible for bookkeeping for ReSTOC, including for a $4 million Low-Income Housing Tax Credit project. Wrote and helped design new organizational brochure, annual reports and newsletters. Expanded development program by implementing a development committee, online donating and planned giving program.
