Gordon was part of the leadership team that developed the DB procurement package for the SR 520 Montlake Interchange to Lake Washington Design-Build Project. Project tasks included the development of technical requirements (specifications). During the proposal period, he reviewed Alternative Technical Concepts (ATCs). After award, Gordon was co-located with the Design-Builder and was also involved in the design oversight of the highway/roadway, MOT, drainage design, structures and geotechnical elements of the design-builder’s plan preparation process. Gordon reviewed design-builder Design and Field changes as the DB design progressed. He was also involved in auditing the design builder’s plan submittal to confirm that the DB conformed with the Technical Requirements.

SR 520 Floating Bridge and Landings Project While co-located with the design builder, Gordon led the design oversight teams for the urban design, tolling, and ITS elements of the design-builder’s plan preparation process. He served as a subject matter expert for the roadway/ highway aspects which included regular task force meetings with the designer and contractors where over-the-shoulder reviews occurred. He made sure that his teams reviewed the construction documents and prepared written comments in a timely manner; reviewed design-builder and WSDOT initiated changes to the RFP, including changes to the text of the technical requirements and cost implications of the change.

SR 520 Eastside Transit and HOV Design-Build ProjectGordon was part of the leadership team that developed the DB procurement package for the SR 520 Eastside Transit and HOV project. Project tasks included the development of preliminary plans, technical requirements (specifications), review of the Instructions to Proposers and General Provisions, and meeting with potential proposers. During the proposal period, he answered proposer questions and prepared addenda to the RFP. Gordon was also involved in the selection of an independent contractor, evaluating the preliminary construction cost estimate, and performing a QC review of the estimate before DB procurement process. Gordon reviewed proposals for the project - specifically the transit and urban design elements. Gordon was also involved in the design oversight of the transit, urban design, and roadway elements of the design-builder’s plan preparation process. Gordon’s role on the project also included reviewing design-builder and WSDOT initiated changes to the technical requirements and scope of work. The review included changes to the text of the technical requirements and cost implications of the change. He was also involved in the negotiation of changes with the design builder.

SR 520 Catastrophic Failure Planning Gordon was the consultant project manager for the catastrophic planning efforts for the SR 520 corridor. He managed a team that included WSDOT and consultant staff. Gordon’s team developed a plan that provided steps state and local agencies could take during an emergency to manage traffic, communications, and construction projects that are scaled appropriately considering cost and construction duration. The CFP was developed for both pre- and during construction scenarios to ensure the emergency response strategies were applicable. The plan allowed WSDOT to be better prepared for and recover from a catastrophic failure of the SR 520 floating bridge.
