Reported to PALOP-TL SAI (Phase II) CTA and supported UNDP Country Offices PALOP countries and Timor-Leste drive implementation of project’s training activities on gender responsive budgeting, legislative and social oversight, and public expenditure monitoring with emphasis on gender inequalities. Assisted PMU and CTA to develop training programmes and modules to enable project beneficiaries to gain understanding of concepts, practices, and methodologies and conduct analysis of state budget from perspective of costs and differential impact on women and men. Performed evaluations of enacted budgets, executive budget proposals, and budget documentation with focus on gender inequalities to prepare legislators and members of relevant CSO for budget discussions in Timor-Leste and PALOP.● Contributed to programme advocating for adoption of gender approach in economic governance practices in PALOP-TL counties, drove integration of gender in budgeting as tool to bolster transparency and effective governance. ● Strengthened good economic governance in PALOP-TL region by enhancing PFM ecosystem including institutional capacities for accountability, transparency, and inclusiveness for governmental and non-governmental actors.● Orchestrated design and deployment of in-house methodology: Pro PALOP -TL ISC Model gender approach integration into budgetary cycle. o Composed model with varied angles of analysis: (i) budgetary process normative and legal frameworks; (ii) formats, programming, and planning forms; (iii) budget records and classification system; and (iv) gender maps, key documents, and reports within budgetary cycle.

Uncovered discrepancies in enforcement and implementation processes and delivered findings to Parliament resulting in government approval of regulatory elements and funds allocation for law’s effective implementation.o Led efforts to diversify composition of Parliament, advocated for increased women’s participation in political realm, promoted access to decision-making and political power. o Informed communities about new legislation and amendments to existing legislation by directly interfacing with communities particularly in rural areas and increased awareness about domestic violence and women’s rights. o Headed international missions to exchange insights and experiences on gender budgeting in Angola and Guiné-Bissau. Provided support to counterparts in Mozambique, Angola, São Tomé and Principe legislatures.
