Ict Service Delivery Manager (Applications)Surrey Police Sep 2005 - Mar 2011GuildfordAs Application Support Manager at Surrey Police I had day to day responsibility for a team of twenty staff. This role was SFIA level 5 and had wider leadership responsibilities, encompassing business partnering, supplier management, national and regional engagement, product maintenance and development lifecycle management, resource management and operations management to ensure the delivery of an excellent customer service.During this time Surrey Police were recognised by Intergraph for a worldwide exemplar award for extending their command and control software to enable contact centre business transformation. Also during this time I resourced a major implementation of a HR technology refresh and managed a team who developed a new corporate HR portal. This was a challenging project which was delivered on time and on budget. As a people manager I introduced a more empowered model of delegated responsibility and restructured the team to reflect the changing demands of the business. On a technical level, I remained the force authority on GIS and gazetteer issues and am regularly engaged to input into relevant programmes. I strive to suggest pragmatic, good value solutions to meet the business needs, and have avoided pushing technology for technology’s sake.I have well developed written and verbal communication skills, demonstrated by the close working relationships I have developed with senior leaders, the success of funding bids and the presentation of Surrey Police achievements at national and international conferences.I was Change Manager during my role as Applications Support manager; a role mainly involved with release management in the purest definition.

Gis ManagerSurrey Police May 1998 - Sep 2005Guildford, United KingdomAt Surrey Police I recruited and led a GIS team which had responsibility for maintaining geospatial and gazetteer data for corporate exploitation, for delivering a corporate GIS provision as part of the wider information systems strategy, for training expert users of GIS software (intelligence analysts) and for the provision of a corporate one-stop shop for bespoke mapping products, data sets and GIS consultancy. The provision of this capability was recognised by a Home Office study into best practice in crime mapping:http://userpages.umbc.edu/~harries/geog352/dando.pdfI produced a business case to replace the incumbent desktop GIS system with MapInfo Professional to underpin the force ability to be an early adopter of the National Intelligence Model. I designed and delivered a training package for MapInfo Professional to the force intelligence analysts.I have delivered a large number of GIS and cartographic products for a wide range of force customers; from response time analysis to emergency missing persons to major events such as the Epsom Derby. I pioneered the adoption of digital aerial photography for supporting policing in Surrey by securing an operational champion to support a business case for procurement. I worked in a county wide collaboration to design a Crime and Disorder portal for Surrey Partnerships (SCaDIS) and championed critical spatial data quality improvements to enable police data to be a key dataset in this system. In 2003, working directly to the Chief Constable I designed and developed a web based crime mapping application for publishing crime data at borough level. The used Intergraph Geomedia WebMap.I have represented the force at regional and national levels in aspects related to mapping and gazetteer expertise.
