Perform quantitative and qualitative analysis of acoustic and non-acoustic data in support of Measurement and Signature Intelligence (MASINT). Utilize data collected from multiple technical sensors for the purpose of identifying any distinctive features associated with the source to facilitate subsequent identification and/or measurement of those sources.Determine the acoustic characteristics and performance of a variety of foreign naval platforms (ship/sub/air) and weapons to support fleet decision makers and the acquisition community. Familiar with and report on activity within the North Atlantic area, providing potential employment assessments as to how the systems above will be used, allowing USN forces to develop countermeasures.Routinely plan and organize work schedule based on the National Intelligence Priority Framework (NIPF) as well as high priority current events. Generate feedback reports and provide formal and informal briefings on analysis results.Documented the operational procedures and the analytic process in support of the Acoustic Intelligence (ACINT) Modernization effort. Generated Standard Operating Procedures for the ACINT Weapons Analysis Group.

Over 30 years experience as an Acoustic Analyst and System Engineer with diversified experience in Acoustic Intelligence (ACINT) collection.Shore Systems Project Manager for Fixed Surveillance Systems (FSS). Managed a 1.6 million dollar budget planning and coordinating the technical direction for shore systems development. Coordinating system integration/interface issues; providing support for IUSS common architecture issues; coordinating with other program offices, program sponsors, host countries for special projects managing shore systems development budgets and funding issues. Documented operational procedures for localization and tracking tools, acoustic display controllers and message generation software. As the lead on-site government representative for the Integrated Common Processor (ICP) contribute significantly in the planning, development, integration, and testing of this ASW system working closely with developers and fleet representatives at all levels.Utilize technical skills to support a variety of system test events including: Integration Testing, Factory Acceptance Testing, Site Acceptance Testing and post-installation Performance Verification Testing. Conduct exercise reconstruction of developmental and operational acoustic events. Lead installation and on-site test director for acoustic signal processing systems on Mobile and Fixed platforms. Work closely with US and Foreign personnel in the installation and testing of ICP.Routinely sought out by Commander Undersea Surveillance (CUS) to develop, document and conduct training in support of ICP operations as well as IUSS localization and tracking procedures. Generated the ICP Operational Guidelines document for multiple software builds delivered to US and foreign personnel. This document provides details on system employment for mobile and fixed passive sonar sensors processed by ICP.

Developed, conducted, and reconstructed system performance test plans for passive acoustic processing systems. These tests required the ability to interpret acoustic energy to accurately detect, classify and localize various platforms including U.S. and NATO submarines. Objectives of these tests were to identify system capabilities for detection sensitivity and bearing accuracy. Developed Operational Guidelines for a shore based passive acoustic system using information gleaned from more than 12 months of on-site operational test and evaluation. Provided operational training to fleet personnel at IUSS facilities in conjunction with system installations. Responsible for developing the OMI Commonality Guidelines document for use by all IUSS related systems.

Conducted detailed acoustic analysis and event reconstruction of passive sonar engagements by deployed assets in tactical development exercises. This analysis was performed for a variety of passive sonar systems including the SQR-19, SQR-17, and SQR-15. The result of this analysis was used to determine optimum system performance against threat units as well as assess vulnerabilities for allied assets. Prepared detailed briefings of results and provided these briefs to program managers, sponsors and fleet commanders. Maintained strong skills in the employment and operations of fleet Sonar systems to provide direct support during at sea exercises.

Eleven years of active duty service with experience in collecting, compiling and providing final analysis of Integrated Undersea Surveillance, (Fixed and Mobile) ACINT data of Russian and NATO nuclear and diesel submarines, naval combatant surface ships, white shipping, weapons and biological data. Supervised the collection of acoustic intelligence (ACINT) and the submission of data packages for IUSS acoustic data collections. Analyzed and reconstructed thousands of hours of multi-national subsurface, surface and white shipping ACINT data. These reconstructions consisted of reviewing all site acoustic data to determine events of interest as well performing geographic localization and tracking of related contact data. These tasks were accomplished utilizing various computer-based systems such as the Sperry-Rand 1106, Target Data Processor (TDP), All-Purpose Tracker (APT), and Inter-Array Processor (IAP). Managed and supervised reconstruction of maritime patrol aircraft prosecutions. Prepared and presented results of these reconstructions to IUSS, VP, and upper echelon personnel in both oral and written format.Fleet representative for the development of computer-based systems used within IUSS. This involved participation in system requirements reviews, laboratory Testing, Operator-Machine development and evaluation. Conceived, authored, implemented and supervised three professional courses, from the basic operator level to the senior analyst. Authored the Plotter's Course at NAVFAC Brawdy Wales. Generated lesson plan and instructor guides, initiated and performed formal training of acoustic analysis data.
