The Trust was created to manage the transition of the Commonwealth owned land at Point Nepean back to the State of Victoria. During this time the Trust secured a World Heritage listing for the site and undertook significant decontamination and restoration works to make the historical site safe so it could be opened to the public for the first time in over 100 years.

Manage the import and update of cadastral data for the Department. Develop and support the systems for planning zone data maintenance and distribution. Develop the first online access and distribution of planning scheme information for the State of Victoria

Second-in-Charge and foundation member of the newly formed Business Systems Unit. The unit is responsible for the investigation and design, development and implementation of technology into the business processes of the Planning, Heritage and Market Information Branch. I directly supervise the activities of 5 members of the Unit. There is a Project Consultant, Project Officer, Data Manager, Software Developer and Data Officer. I report, set priorities and liaise on the various projects and ongoing work with my Manager and the Executive Director for the PHMI Branch.

During this time I was seconded for the MapInfo Implementation Project. The only full-time personnel were a Consultant Project Manager and myself. The purpose of this project was to replace the existing incumbent GIS system (Eagle) for Planning, Heritage and Market Information, with a desktop GIS (MapInfo). This represented the largest single system within the whole of DoI. At the same time we introduced a new incrementally updated, polygonised cadastral base, upon which all the translated information had to be realigned with. Also running at the same time was the replacement of existing planning schemes with "New Format" Planning Schemes for the whole of the State.
