The success of the Festival resulted from the efforts and tenacity of the formed “Caribbean Festival Committee.” CFC, which formerly comprised of representatives from participating islands of Antigua & Barbuda, Barbados, Haiti, Jamaica, St. Vincent & The Grenadines, and Trinidad & Tobago, was later joined by St. Kitts and Grenada in 1992. In 1993, St. Thomas, U.S. Virgin Islands came aboard. Additionally, we now have Guyana, Panama, Bahamas and St. Lucia aboard, for an aggregate of thirteen (13) islands. Honorable citations were presented in 1991 and 1992 to the Committee, from the late State Representative David P. Richardson, in recognition of CFC’s hard work and achievement, and also commendations and notations from current Mayor, John F. Street, State Representative John White, State Senator Hardy Williams, Jr. and from the Honorable Edward G. Rendell, former Mayor of the City of Philadelphia and the current Governor of Pennsylvania, for CFC’s contribution to cultural awareness in Philadelphia.

Twice decorated Sergeant Vincent Minette moves his family from New York City to Rebus, New Jersey for a new detective job after his partner of eight years was killed in a violent gang war. While driving with the new Chief of Police, new troubles begin for Minette. The corrupt Chief uses Minette's back up fire arm to shoot a young drug dealer in cold blood. The police want to make sure that all new cops are either committed to the advancement of their corrupt brotherhood, or blackmailed for their silence. Minette is a good cop stuck in a bad situation, and he knows there are too many corrupt cops to take on himself. Every friend could be an enemy, so he frames five black men from the neighborhood to help him catch these dirty cops in the act without implicating his involvement. Minette convinces these young men that this is a police funded group, and they have to keep things quiet. Unknown to them, Minette is funding this crusade with his own police salary which is running thin.​Minette's actions have attracted the attention of the biggest drug lord in Rebus when his dirty cop protection starts to fall apart. He seems to have some success, but time and luck are running out for Minette as one of the young men he framed is looking for the cop that murdered his younger brother, and he is using Minette's offer to follow the trail that will lead him to the firearm that was used to kill his brother.
