Principal engineer for the DOJ (OFDT) Facility Review Management System (FRMS), a detention facility review system. Application is based on Metastorm’s BPM 7.x (MBPM). FRMS Allows Contracted inspectors to perform a rigorous inspection of the Facilities used to house Federal Detainees. These reviews are a prerequisite before the Detention Facility can obtain a Contract from the federal government to house Federal Detainees. The 9 Review sections and over 1000 questions are updated offline in Infopath and then the XML portion is uploaded to the main BPM application where it goes through an internal OFDT review Process. The output of the application is a summary of the inspection Quality Assurance Report (QAR) rendered as a Word Document. Senior developer and team leader for Portico Analysis and Production system for the Counterintelligence Field Activity (CIFA). Team leader responsible for the guidance and development of Java and Oracle based analysis systems in the intelligence arena. Significant experience integrating Oracle Internet Directory (OID) and Oracle Row Level Security (RLS) into a very secure authentication and access control approach. Principal engineer for the Counterintelligence reports module for the POM application. POM is a DoD-wide Case Management system based on a BPM product (e-Work) with an ORACLE back end. The reports Module, although written in PERL, is primarily an integration of Template Word Documents, e-Work schema and external databases. The output of the Reports engine is RTF, HTML or XML based on the custom views, functions and procedures written in ORACLES’s PL/SQL and/or Microsoft’s T-SQL.Built multiple applications for the 902nd (INSCOM) to automate various tasks within the Army’s Investigate Records Repository (310th IRR). Responsible for the design, development and implementation of Java servlet based web sites for OSD/PA&E using Java, Oracle 9i with PL/SQL, Oracle TEXT integration and Perl cgi scripting. Extensive experience installing Apache web servers on both Windows and Unix platforms and iPlanet web server on Windows 2000 and NT platforms. Develop web applications for OSD/PA&E that incorporate XML SOAP messaging (Web Services) technology to integrate existing applications, such as the Program Review website, with eRoom (an on-line document repository). Currently extending a custom built document search and retrieval library (similar to Google) to support OSD/PA&E quality control of facility sustainment and recapitalization data submissions. This new Facilities Data Quality Assurance Website (FDQAW) also includes the integration of Adobe PDF features that allow for dynamic stamping (annotation) of document submission during the upload process. Uploaded documents are “stamped” with unique document IDs that are tracked in the system database. This allows for tracking of physical documents when are printed by associating a unique stamp on the hardcopy with the comment histories captured during the quality assurance process. Continuing enhancement and development of the Standard Data Collection System (SDCS) on the SIPRNET. Served as lead for issues relating to system security, including application of DISA Security Technical Implementation Guides (STIGs), conducting and responding to internal Security Readiness Reviews (SRRs), and monitoring and updating DISA’s Vulnerability Management System (VMS) on both the unclassified and classified networks to help support PA&Es accreditation mission . Responsibilities include using extensive experience in Unix administration, firewall administration, DNS configuration and network troubleshooting to assist team members in the resolution of more complex issues.

Web Developer: Responsible for the design, development and implementation of servlet-based document management systems using Java, Perl, C and Oracle 9i with PL/SQL and Oracle TEXT. Experience installing and configuring Apache web servers on both Windows and Unix platforms and iPlanet web server on Windows 2000 and NT platforms.Designed and developed the Program Review website on the SIPRNET to allow PAE management to maintain a searchable library of Program Review related documents accessible via the SIPRNET. This searchable library was designed using Oracle TEXT, PL/SQL and Java.Designed and developed a generic Resource Analysis document library deployed on the unclassified network. This searchable library was developed using Java, Perl and Oracle 9i with Oracle TEXT in a Linux environment and was developed in such a way that it may be easily incorporated into multiple web server applications.Unix Network Administrator: Duties include the configuration and management of a Unix and Windows web servers in an unclassified environment. Server responsibilities include a configuration and maintenance of Linux-based DNS and Apache web servers, installation, configuration and maintenance of Linux-based firewalls (SecurePlatform NG from Checkpoint on Linux), Windows 2000-based iPlanet web server and Linux-based Oracle 9i server. Network security responsibilities include conducting security audits, monitoring network traffic, debugging network-related DNS and access issues, as well as applying application and operating system patches. Duties also include regular updates to DISA’s Vulnerability Management System (VMS) and Security Readiness Review (SRR) databases to indicate the security status of our production servers.

Responsible for the integration and customization of various Commercial-Off-the-Shelf (COTS) products in order to design and build a new DMV system. Responsibilities included interviewing DMV managers to determine existing system deficiencies and define new system requirements, integration of Driver License photo system, replacing archaic microfilm-based system with new document scanning and imaging systems as well as the integration of COTS document library software (PC-DOCS).

Responsible for the design, analysis and implementation of n-tier client-server applications in support of the Gulf War Declassification project. Applications written in Visual Basic 4.0, 5.0 and MS Access with a Microsoft SQL*Server and Oracle back-end databases. Responsible for analyzing all current Information System applications and providing design recommendations on an overall strategy for capturing and reporting complete systems metrics.Designed, developed and implemented a Document re-indexing application to add index information to the existing Gulf War document collection. Application written in Visual Basic 5 and implemented with a 3-tier architecture using custom ActiveX code components and Oracle as the back-end database. This application integrated Treeview controls as well as Wang’s imaging controls to display document images on a Unix host via NFS.Designed, developed and implemented a custom Document Declassification System (DDS) for the Gulf War declassification effort. As above, the application was written in Visual Basic 5 and implemented with a 3-tier architecture using custom ActiveX code components and Oracle as the back end database. This application provides a wide variety of image annotation features including both personal and team oriented stamps. Both the Declassification application and re-indexing application described above were implemented within a Wang workflow environment to route documents to the users.Developed scripts and procedures for porting data from the workflow database (PACE) to SQL*Server. Designed and developed SQL scripts (SQL*Server) to generate summary reports for the Declassification team leaders.

The QAM provided simultaneous access to Oracle databases residing on these three heterogeneous platforms for the purpose of conducting integrated data analysis by the Army Staff. Designed and developed automated electronic MACOM Briefing Book application to profile the Army MACOM programs by Appropriation and subordinate command. This application automated a process, which previously took five analysts three weeks to perform. Refreshes were done overnight with the automated system. The application was written using the EASEL windows application development language.

Designed and developed stand-alone rule-based application for the US Army to allocate budgetary dollars based on priorities and constraints. Application employed both forward chaining and backward chaining techniques and was written using AION ADS expert systems software for 0S2.Designed and developed Problem Formulation Module advisor application as a prototype front-end to an Army Flow Model (AFM). Application required the integration of AICorp’s Knowledge Base Management System (KBMS), Intellect natural language query tool, OS/2 Database Manager as well as an OS/2 Presentation Manager user interface. Captured high-level parameters via GUI on PC, called linear programming model on RS/6000, returned and graphed results as a proof of principle. Configured TCP/IP connection between OS/2 and RS/6000 using PC/TCP.
