Profile bio

About Gregory Openshaw

I am an economic geographer working at the forefront of transport planning and economic development on some of the UK's most complex infrastructure projects. I formulate robust economic evidence-based research to inform clearly defined and purposeful decision making for effective long term gain. I am strong analytically and place value on logical and well-considered independent thinking. I work closely and proactively with clients and stakeholders to understand specific issues thoroughly and form lasting and meaningful relationships. My expertise covers: business case making; option development, appraisal and feasibility studies; local economic / regeneration growth strategies; economic impact assessments, including wider economic impact/benefit assessments, and social-economics; social value; and funding. I have acted as economic expert at examination in public (EiP) and as support at public inquiries (planning appeals). My project work spans relationships with all tiers of government (DfT, GLA, CR2, TfL, LEPs, borough councils) and the private sector (industry and developers). A core interest is the role government plays in shaping place and economic policy to address market short-termism and the effective use of public funds to address market failure. My work involves demonstrating why the public sector should intervene, the value for money (in line with Green Book, HM Treasury or for transport infrastructure projects guidance such as WebTAG TfL’s BCDM), and the net additional impact. As a certified project manager I direct and manage project teams, often multi-disciplinary, and have responsibility for project health, deliverables and quality. I have a commercial attitude and seek to add value and incorporate innovation. As a senior member of AECOM’s Transport Planning Policy and Evaluation team I play an active role in implementing business strategy, positioning and bidding, development of client relationships and support the growth of junior staff through mentoring and line management.

Listed skills include Business Case Development, Economic Impact Assessments, Industrial And Employment Land, Feasibility Studies, and 10 others.
