Business Analyst: November 2012 - August 2013Associate Business Analyst: October 2010 - November 2012Temporary Employee: August 2010 - October 2010Business Analyst for Centers for Medicare and Medicaid Services (CMS) Healthcare Quality Information Systems (HCQIS), specifically the End Stage Renal Disease (ESRD) Quality Incentive Program (QIP) and Project CROWNWeb (Consolidated Renal Operations in a Web-enabled Network).The ESRD QIP supports the Medicare Improvements for Patients and Providers Act (MIPPA) of 2008 and is the first Value Based Purchasing (VBP) program to be implemented by CMS. The QIP is intended to enhance the overall quality of care for patients battling kidney failure. It is a web-based application that applies a payment reduction to dialysis facilities that do not meet or exceed specified clinical standards of quality. A new iteration of the system is released annually.Responsibilities included documenting the business need clearly and concisely in a Business Requirements Document, working closely with the developer to ensure that implementing requirements was technically feasible within aggressive schedule constraints, and supporting the independent verification and validation test team by assessing business impacts for system defects to determine their consequence on the CMS Program objectives.Provided project management support for Project CROWNWeb. Project CROWNWeb is a data collection system used by over 5,500 kidney dialysis facilities to input various clinical data elements. The data collected by Project CROWNWeb are used by other systems, including the ESRD QIP, to drive improvement amongst CMS-billed providers. While supporting Project CROWNWeb, authored project deliverables including Project Process Agreements, Business Cases, Project Charters, and Project Management Plans. Helped maintain project schedules and aided in the coordination between independent development, requirements writing, infrastructure, and test contractors.
