Establish the design of the VoIP infrastructure to serve State agencies in multi-agency office buildings (MSCs), and oversee the migration of ~20,000 phone lines from traditional PBX to the DoIT managed VoIP platform.

Reporting to the State CIO/Secretary of Information Technology, ran 4 divisions (Infrastructure, Cyber Security, Statewide Interoperable Communications, Applications) consisting of 200+ permanent staff and a $60M+ budget. Built an agile service delivery structure and aligned service delivery with ITIL & ISO 20000 principals to deliver IT services to all State government. Built and ran the IT services unit created to be the IT department for all executive branch agencies as part of the state-wide Enterprise Shared Services model. Established IT Service catalog specifying 35+ services delivered to 14,000 State workers within the Executive Branch. Implemented a 24x7x365 Security Operations Center to enhance security posture of the State enterprise. Accomplished the Governor's goal of consolidating IT infrastructure across 26 units within the Executive Branch within the 18 month project timeline.

Directed the daily operations of the Department, consisting of a 150 person staff and $50M operating budget. Directed the project management oversight of the $1B Major IT Development Project portfolio. Created agency budgets (capital & operating), departmental legislation, and provided supporting testimony to the Maryland General Assembly.Established a road-map to scale agency operations and enhanced operations of the Department. Initiated implementation of a new ITSM platform (ServiceNow), reduced vacant position rate from 25% to 15%, and streamlined procurement operations. Enhanced State IT operations by deploying multi-tenant security/firewall, virtual server (IaaS/PaaS) and virtual desktop (DaaS) products, and assuming IT operations for the Department of General Services. Chair of the Open Data Council and Radio Control Board.

Reporting to the Secretary and State CIO, ran the operations of 4 divisions (Infrastructure, Enterprise Planning & Architecture, Application Management, Desktop Services) consisting of 100 personnel and a $32M operating budget.Develop the DoIT strategic plan with the COO, which created a road-map to deliver a diverse portfolio of IT services to all State agencies. Reorganized the Department to focus on service delivery and align with ITIL, and built a common infrastructure foundation (fiber optic cable, data centers, communications facilities, network transport, NOC/SOC, network security, servers, storage) used to deliver applications and IT services. Created agency budgets and provided supporting testimony to the Maryland General Assembly.Delivered IT services statewide to State agencies, county and municipal governments, and other public sector entities. Provided constituent access to government through new media and digital government.

Reporting to the State CIO, directed the operations of networkMaryland, Wireless Services, and Voice Services. Assumed Voice Services to improve performance of unit, and implemented automated processes to manage 24 PBXs statewide. Managed a $16M annual operation budget and $8M - $10M annual capital budget. Acted as the agency’s subject matter expert on data network and wireless interoperability, and added additional products and services to the networkMaryland portfolio.

Deputy Program Manager reporting to the Chief of Projects managing MDOT’s $74M Network Managed Services Contract. Charter member of the MDOT Project Management Office developing project management standards for MDOT. Chairman of the Security Working Group, ensuring MDOT’s network maintains compliance with state security policy, MDOT security policy, and best practices. Act as the Network Operations Manager working in the CIO’s office, managing daily operations and maintenance (O&M) activities and of MDOT’s 1,600 node statewide network. Manage projects for network build-out and enhancements to MDOT fiber and microwave based statewide backbone. Project Manager for Backbone Upgrade from ATM to Gigabit Ethernet. Project Manager for definition of QoS/CoS standards, and the implementation of QoS/CoS on the MDOT network. Implemented Standard Operating Procedures for scheduled maintenance windows, emergency notification and escalation for the MDOT NOC. Manage contract resources supporting NOC staffing, O&M, and engineering tasks.

Senior member of the team that designed, built, and operated three data centers supporting Orbitz.com, American Airlines flight booking, and low cost flight search engines supporting Orbitz.com. Designed and built an optical network among Orbitz's three primary sites. Performed product specification, design, and installation of high availability firewall pairs at each primary location. Maintained high availability data center network at the primary production site and DR site, comprising of a 3 tier network architecture. Maintained Internet peering routers, data center switches, and load balancers in primary and DR data centers.

Member of the Senior Management Team reporting to CTO of SiteLine, Inc. Specified, designed, and build-out broadband services nationally, including all underlying technologies and service definitions for this national ISP/BSP/BLEC. Build and lead functional organizations (Field Operations, Engineering, and Provisioning) totaling 20 employees. Increased building installation rate 6x with no increase in staff, increasing market penetration rate 482% in Q4 1999 and over 500% in 2000. Specified all network infrastructure, including production Sun and Windows NT/2000 servers and services (DNS/Email/Web hosting), colocation facilities, core routers, in-building infrastructure (routers, DSLAMs, switches), as well as specification for LAN/WAN/MAN technologies. Lead VoIP initiative, including ownership of all network engineering and product engineering activities. Delivered $500,000 data center migration on time and under budget by 10%, while exceeding the technical requirements. Managed all infrastructure build with budget in excess of $1M. Built 5 regional POPs and upgraded 3 regional POPs on time and on budget. Managed business partners including Internet service providers, installers of CPE, installers of in-building hardware, and professional services.

Member of the Senior Management Team reporting to the President of KIVEX.com. Kivex.com was one of the first in-building ISPs (BLEC/BSP) and a web hosting company serving the SMB space in 24 markets nationwide in over 200 buildings. As the senior engineering manager/ lead engineer, designed and built a nationwide IP backbone with 17 regional Points of Presence (POP). Designed model POP architecture and led nationwide network deployment, completed on time and on budget.Built and led the Network Operations Division that included the Engineering, Provisioning, Network Operations Center (NOC), and MIS departments totaling 30 employees. Grew the network from under 100 nodes to over 1500, and increased customer installation rate 10x. Oversaw all systems operations, including production DNS, Email, and WWW servers (Sun Sparc). In charge of managed server and server colocation products utilizing Sun Sparc and Windows NT servers.
