Oversees and implements the City's General Plan and its individual elements in compliance with applicable State, regional and local requirements; reviews and processes development and special use permit applications for consideration and disposition by the City Council; oversees enforcement of the City's zoning ordinance and related codes and ordinances; directs and supervises the work of in-house planning staff, contract personnel and consultants in matters pertaining to Planning Department functions; informs and advises the City Council and its various committees and individual members concerning planning and development related matters; directs, oversees, and coordinates the preparation, revision and implementation of the City's Source Reduction and Recycling Element, Household Hazardous Waste Element, and related solid waste management programs; accurately and clearly communicates City policy to other public agencies, interest groups and individuals; represents the City before governmental bodies, professional organizations and citizens groups; performs related work as required. Manages contracts for Information Technology services. Administers City's Community Development Block Grant program and City's Assessment Districts.
