Areas of specialization included developing: government wide strategic plans and technology vision statements; short and long term technology strategies and operations plans; IT governance best practices; enterprise security policies; outsourcing strategies; technology project portfolio selection methodologies; and database and application consolidation. An example of a complex government enterprise scale project that I served in a leadership role was being Executive Project Leader of a $1+ million technology renewal project for the City of Birmingham, AL. Provided the overall strategic direction and IT executive leadership to the City as it looked to rebuild its enterprise vision, technology infrastructure, staffing and IT service delivery systems. This Technology Renewal project’s main components were upgrading and/or replacing the existing infrastructure and select information systems. From the infrastructure stand point that meant a side by side coexistence as the City was migrated from the old to the new with minimal downtime. On the client side a new desktop operating system, Microsoft Office, and email were all migrated and replaced with state of the art technologies – allowing the City staff to continue to work throughout the migration process. To help build internal political support and gain consensus across all City departments reported directly to the Mayor and the City’s Chief Operating Officer and briefed and defended the project’s vision, scope, and operations to the department executives and City Council. A key accomplishment during this engagement was authoring a long term information technology strategic plan for the City - the first such plan to be developed in over 15 years.

Provided leadership, vision, and direction for the City of Charlotte’s technology department, including its staffing, data and communications networks, mainframe and client-server based information systems, and personal computers. Created long and short-range information technology plans tied to the strategic mission of the City. Evaluated resource use to maximize the performance of the internal staff while selectively outsourcing specific operations. Managed an annual budget of over $9 million and 60+ full time staff/contractors on an annual basis and over $35 million and 110+ full time staff/contractors during Y2K operations.Developed the business case and successfully obtained funding for a $12 million project to completely rebuild and update the City’s network infrastructure - from the desktop PC through a new Data Center. This project included standardizing network wiring, switches, routers, and file servers. It also established a desktop common operating system standard for over 1,700 computers in the City as a major Total Cost of Ownership (TCO) initiative. This project also introduced leading edge technology (at the time), such as Gigabit Ethernet, clustered servers, virtual private networking, and remote control computing as key components of the City’s infrastructure. The main objective of the project was to reduce employee downtime due to network system failures. Once completed, over $1.2 million per year of downtime was eliminated. In addition to successfully meeting stated objectives this project was completed $1 million under budget.Successfully led the City through its massive Y2K remediation program for all information systems. Developed the business case for outsourcing the remediation effort and obtained over $15 million funding. The remediation efforts were completed on time and within budget.

Successfully united offices from three different organizations into a new headquarters building with only one business day of down time. Implemented a completely new network in-frastructure during the building move with over 99% of the personal computers able to access the network and all remote communication services the first day.Successfully led efforts to focus and strengthen the IT staff by outsourcing the Help Desk, network operations, and Oracle database development. Responsible for an annual budget of over $4 million and 42 full time staff and contractors.Developed strategic plans, obtained funding, and managed the implementation of major Corporation initiatives such as: developing client server databases; creating Internet and Intranet web sites; implementing a secure remote access system; and creating a Microsoft Windows based Data Center. Also led the migration of applications from an IBM System 36 to client server systems.
