SETA contractor in support of PEOSTRI PM Field Operations

Project Management support for the Program Manager Training Systems USMC Systems Command, Deployable Virtual Training Environment (DVTE) Project . Manage cost, schedule, and technical performance as a member of a government and civilian project team.Provide the Government Project Manager daily project, software development, schedule, budget, and team status. Recommending strategies for product development, acquisitions, and risk mitigation. Design, edit, compile and review project and technical documentation for contract actions. Coordinate the production and staffing of program documentation leading to program milestone decisions.Coordinate customer requirements and program objectives; interface daily with the military customer, government representatives, and external providers of products and services to ensure timely delivery of DVTE software and hardware products.Organize internal and external meetings, coordinate test events, and provide post event reviews and action items.

Manage program requirements including requirements elicitation and analysis.Facilitate Software design reviews – providing subject matter expertise and analyzing design for compliance with program requirements.Utilize Unified Modeling Language (UML) to communicate program requirements and design needs.Participate in a model driven approach to design through real world system analysis utilizing functional and physical decomposition to communicate critical design requirements to the engineering team.Participate in engineering analysis and trade-off discussions to analyze design approach with respect to program requirements.Provide process oversight for trainer test and evaluation programsCreate and manage test procedures in coordination with the engineering and test staff.Develop and manage the program test schedule.

Provide Systems Engineering and Subject Matter Expertise for the Aviation Combined Arms Tactical Trainer program; providing the tactical and technical expertise for the development of program scenarios and supporting documentation. The AVCATT Training Support Packages (TSP) development team works with government program representatives and other prime contractors to ensure training scenarios adhered to current tactics techniques and procedures. Each TSP contains 24 vignettes for five different US Army helicopters and is designed to allow distributed training with multiple platforms in the Joint Service environment.

Manage cost, schedule, and technical performance of four major Special Operations Forces (SOF) MH-60 helicopter modification programs, consisting of 33 individual projects and a budget in excess of 30 million dollars. Developed cost estimates for future projects. Coordinated customer requirements and program objectives; interfaced with the military customer, government representatives, and external providers of products and services. Delivered all aircraft on time and under budget; maintaining a flexible schedule that allowed the customer to execute real world mission requirements.

Twenty-one years of experience in progressively more demanding positions including, Standardization Instructor Pilot, Instrument Flight Examiner, Standardization Officer, Operations Officer and Armament Technician. Tracked and executed the training and evaluation of aviation personnel on varied subjects including, local, national and international Air Traffic Control procedures and airspace use, tactical aircraft operations and aircraft capabilities for over twelve years.
