Key NATO official responsible for developing policy and implementing NATO’s comprehensive policy on preventing the proliferation of weapons of mass destruction. This included advising the Secretary General and the North Atlantic Council on non-proliferation, arms control and disarmament issues, participating in public events on proliferation and nuclear weapon issues, and hosting a number of workshops and symposia for Allies. In addition, I served as the principal NATO advisor on NATO’s nuclear deterrence posture with primary responsibility for overseeing the implementation of NATO’s nuclear policy, presiding over Nuclear Planning Group and NATO-Russia Council meetings on nuclear issues, and providing guidance and advice to senior military, civilian NATO officials and ministerial level national officials on NATO’s nuclear and non-proliferation policies.

Retired as a Colonel serving as the legal advisor to U.S. Southern Command in Miami, Florida.
