Responsible for $30M P&L of various science and engineering programs with NASA, NOAA, and DOD. I am also the Deputy Mission manager and Ground lead for the ASTRA EWS DoD Weather Sensor development.These programs support data systems, software engineering, sensor and system fabrication, science algorithm development, science research programs, and instrument validation support. I am responsible for group performance, business development and profit/loss of a budget of approximately $30M per year. These duties include future strategy decisions, hiring/firing decisions, recruiting, supporting and leading enterprise wide company related issues, performance reviews and plans, committing the company financially for items such as profit/loss related decisions, marketing/business development, education and outreach plans, and various industrial/Government sponsorships.

Currently responsible for 100+ employees as part of the science division supporting several NOAA, NASA, and USGS programs. These programs support data systems, software engineering, science algorithm development, and instrument calibration/validation support. I am responsible for division performance, business development and profit/loss of a budget of approximately $20M per year. These duties include future strategy decisions, hiring/firing decisions, recruiting, supporting and leading enterprise wide company related issues, performance reviews and plans, committing the company financially for items such as profit/loss related decisions, marketing/business development, education and outreach plans, and various industrial/Government sponsorships.

Directed 26 Federal employees and 150+ NASA /NOAA employees and contractors in NASA/NOAA joint development of GOES-R satellite and ground system. Responsible for acquisition and development systems valued over $7B for next generation weather satellites. I had delegated responsibility for directing a team of program managers and experts in development of multiple sensors, integration of the sensors on the spacecraft, and development of research grade algorithms to develop products from sensors. Assisted in the acquisition of the GOES-R large scale procurement and formulation of the ground and space system. As delegated by the GOES-R PD, I briefed NOAA at Program Management and NESDIS at weekly/monthly reviews on the status of the Program, both in terms of financial (earned value) and technical risk and schedule. Developed GOES-R executive action team to respond to NOAA, GAO, and other internal/external inquires/reviews. I used my previous technical knowledge, and experience in physical science and systems engineering to coordinate with NOAA /NESDIS and NASA code 400 (Flight), 300 (mission assurance), 500 (engineering, and 600 (science) on solutions to issues and workflow.

713-4784Directed a 30+ person Government payload team (700+ contractor team) responsible for acquisition and development of payload systems valued over $2B for next generation converged Tri-Agency civilian/DOD weather satellites. Implemented acquisition strategy for payloads. I had overall responsibility for directing a team of program managers and experts in development of multiple sensors, integration of the sensors on the spacecraft, and development of research grade algorithms to develop products from sensors. In addition I directed a team in the concurrent development of a subset of 3 sensors that will be placed early on a NASA spacecraft for risk reduction of the sensor and ground system data processing. Developed and implemented strategy to align multiple sensor development with a common spacecraft interface approach. Experienced in using and managing with EVMS and MS Project.

Directed 51 Federal employees and 200 contractors in DOD/NASA/NOAA joint development of NPOESS satellite and ground system. Responsible for acquisition and development systems valued over $11B for next generation weather satellites. I had overall responsibility for directing a team of program managers and experts in development of multiple sensors, integration of the sensors on the spacecraft, and development of research grade algorithms to develop products from sensors. As delegated by the NPOESS PM, I briefed NOAA/NASA and DOD on program performance in terms of financial and technical risk and schedule. In this capacity I had experience with planning, managing, and negotiating complex programs influenced by scientific and technical factors along with the contributions of multiple organizations in the decision-making process. As an example, I worked with and put together a team of key contributors from the contractors, NASA, and DOD to develop a "success oriented "realistic schedule for the critical path instrument VIIRS. This was accepted by the Program Executive Officer and upper leadership as the approved "way forward" schedule.

Initially managed the sensor development of the Cross-Track Infrared and Microwave sounding Suite that is now flying successfully on the NPP satellite. In 2002, promoted to manage and lead the entire development of the NPOESS space segment including spacecraft and launch. All of these duties involved working with the DOD and NASA plus over 1100 contractors designing and building spacecraft and instruments including NPP for NASA. Duties including supervising a team of experts made up of AF officers, FFRDC , and Government civilians to assess the development of the spacecraft and sensors. This also included life cycle cost analysis, procurement actions, briefings to senior officials on progress, and recommendations for future actions.

Directed a large team of experts in the development for the Cross-Track Infrared/Microwave Sounder Suite (CrIMSS) and Ozone Mapping and Profiler Suite (OMPS). Lead the contractors technical design development effort of both sensor /algorithm development. Developed and lead the implementation of sensor to spacecraft interface issues with potential spacecraft bus vendors. Developed and implemented strategy for alternative data transfer from sensor with high data capacity to the spacecraft. I anticipated and planned staff and material resources to my programs in support of mission goals and in the best interest of the Government. I also developed strategy, implemented, and lead a team to obtain independent design verification information of above sensor development. Experienced in using and managing with EVMS and MS Project.

Andrew Nappi, 301-794-5000Directed a 14+ person team in the scientific algorithm refinement and development of products derived from the NOAA/NESDIS Tiros Operational Vertical Sounder and the Geostationary Operational Environmental Satellite (GOES) I-M series. My team also developed and implemented the integration strategy of operational data products as well as the post launch support for every new sensor launch from NOAA-9 to NOAA-15, and the GOES-I, J series. In addition, I was responsible for the program schedule and budget planning, and adherence.
