My team and I coordinated and arranged small and huge gatherings through which we shared the messages and demands of the people with the government and vice versa. We also met people in person in our office and heard their problems. To have tackled people’s problems and addressed their demands and needs, we prepared practical roadmaps and proposals and presented them to H.E. President’s Office. Moreover, I led the team of 8 employees i.e., Four 2nd grade experts and Four 3rd grade assistant experts. Besides, I led and managed the finance and procurement departments of the Senior Advisor to President in Social Affairs of the Islamic Republic of Afghanistan. We had more than 200 meetings with representatives of civil society and tribal councils and through such meetings we learnt about the problems people were facing in the community. We took action and shared people’s problems with both Administrative Office of the President and National Security Council of the Islamic Republic of Afghanistan. Our major gathering was on “Survival of Republic” at Kabul Intercontinental Hotel on October 30, 2019 in Kabul, Afghanistan. We were able to gather more than 35 Tribal Councils, Political Parties and Civil Society Organizations to support the survival of republic in Afghanistan. As Director of Public Relations Coordination, I read the resolution of the Tribal Councils, Civil Societies and Political Parties’ Coordination Gathering in front of the media and to the audience at Kabul Intercontinental Hotel on 30 October 2019.

The policy was forwarded to the Gender Committee meeting of the Cabinet for approval and luckily it was endorsed in 2018.

I in coordination with the ministry of education's internal and external stakeholders developed the Outreach Education and Accelerated Learning Program Policy for the Ministry of Education of the Islamic Republic of Afghanistan, which was going to be approved in the next Technical Working Group meeting that would be chaired by Deputy Minister of General Education of the Ministry of Education. Besides, I contributed my full support to the development of the Social Mobilization Strategy of the Ministry of Education. I also did some research and started work on two other policies of the ministry of education. These policies were Communications Policy and Pre-School Education Policy. My contract with Ministry of Education through Global Partnership for Education was for six months that started from January 2017 and ended in June 2017. -

During my one-month assignment I provided my full support to the program development department and contributed to the capacity development of the staffs, prepared key marketing materials for the organisation and attended important organisational promotion meetings. However, I was mainly hired for meeting the deadlines of two important calls from the donors and writing the Concept Notes for the Leave No Girl Behind (LNGB) project. I negotiated with other organisations and was able to find at least two qualified organisations to joint venture with and increase the possibility of securing the projects. I prepared two Concept Notes and joint ventured with two organisations for two projects of LNGB that cover two separate regions/ areas of Afghanistan. I had a very successful one-month assignment with AWEC and made so many friends in such a short time.

Consultant - Proposal Development SpecialistThe World Bank Oct 2015 - Sep 2016Ministry Of Finance, Kabul, AfghanistanAs Proposal Development Special with World Bank funded Capacity Building for Results Program of the Ministry of Finance of the Islamic Republic of Afghanistan, my main responsibilities were to find the gaps in the line ministries and come up with an idea of reforms and develop a reform package based on my assessment in coordination with the line ministries. I had to create/ establish a proposal development team at the line ministries, provide them with an orientation session, guide them throughout the proposal development process, discuss the needs for change and or improvement in key sectors of the ministries and help/ assist them with the development of the reform packages/ line ministries' proposals for reform. While working with the Capacity Building for Results Program, I was assigned to coordinate, develop and prepare the reform packages for Ministry of Commerce and Industries (MoCI) and Attorney General Office (AGO) and provide orientation sessions for newly recruited consultants by the CBR Program at the Ministry of Finance of the Islamic Republic of Afghanistan. I had to coordinate the CBR Reform Package of the ministries with Project Support Unit (PSU) of the Ministry of Finance and the Proposal Development Team of the Line Ministries. I had to report the progress of my work directly to the Head/ Project Manager of the CBR Program. I had a very nice and successful work experience with the Capacity Building for Results Program at the Ministry of Finance and made so many friends at the AGO, MoCI and Ministry of Finance. -
National Infrastructure Development Cluster AdvisorUndp Aug 2011 - Oct 2013Mbaw Project, Ministry Of Finance, Kabul, AfghanistanAs National Technical Advisor for Infrastructure Development Cluster through MBAW project of UNDP at Ministry of Finance, I was responsibility for coordination of the infrastructure development policies for Ministry of Mines (MoM), Ministry of Energy and Water (MoEW), Ministry of Transport and Civil Aviation (MoTCA), Ministry of Public Works (MoPW), Ministry of Urban Development Affairs (MoUDA), Kabul Municipality, Dehsabz City Development Authority (DCDA), and De Afghanistan Breshna Sherkat (DABS). I worked under direct supervision of the Infrastructure Development Cluster Coordinator and Minister of Mines. I was able to successfully coordinate the development of four national priorities programs (NPPs) of the Infrastructure Development Cluster. These NPPs were 1) National Regional Resources Corridor Program, 2) National Extractive Industries Excellence Program, 3) National Energy Supply Program, and 4) National Urban Management Support Program. These program were worth billions of US Dollars. I was part of all the negotiations on securing funds for the above mentioned four NPPs. I led the consultation meetings with technical staffs/ employees, policy directors and related deputy ministers of the ID Cluster Line Ministries during the NPPs development process including the assessment, prioritising, costing, and selection of the implementable projects for each of the NPPs. Besides, I provided my full support in providing and preparing key policy documents to the Joint Coordination and Monitoring Board meetings for the purpose of getting endorsed jointly by both government and donors. Moreover, I was part of the preparation team for Tokyo Conference 2012 as a result of which the government of Afghanistan and donors agreed on Tokyo Mutual Accountability Framework (TMAF). I traveled to Organisation for Economic Cooperation and Development, Paris, France and represented Ministry of Finance, Afghanistan at the workshops and meetings with ex-ministers of France. -

During my work with HRCD Project at the Ministry of Finance, I was negotiating the projects funding, implementation progress, budget execution, bottlenecks, and solutions with donors and officials of the Ministry of Finance. I was involved with the recruitment of senior and mid level managers, teachers and other administrative staffs. I was leading the process of curriculum development and the curriculum development specialist had to report to me.I ensured transparent and more efficient and cost effective procurement for the HRCD project at the ministry of finance that covered all the 34 provinces of Afghanistan. I was responsible for the annual budgeting and budget execution of the project. Besides, as Program Coordinator of HRCD Project, I audited the invoices of other big projects that were going through our project and needed my approval before they were signed and approved by the Director General Treasury of the Ministry of Finance. Besides I assisted the World Bank audit team and provided their queries with sufficient and proper comments and responses. I was very successful as Program Coordinator with HRCD Project of the World Bank. -

I was hired as English Language and Computer Instructor by the Asia Foundation Afghanistan through the Support to Centre of Government Project and was assigned to teach the officials and employees of the Administrative Office of the President (then known as Office of Administrative Affairs). After few months of teaching English language and computer to the officials and employees of the Administrative Office of the President, the training was stopped due to some maintenance work and I was assigned to work as Monitoring and Evaluation Officer with Monitoring and Evaluation Directorate of the Office of Administrative Affairs. I happily accepted the responsibilities with the same contract and salary. As Monitoring and Evaluation Officer, I was responsible for leading the M&E team of the Office of Administrative Affairs. I was assigning teams to visit the ministries, collect progress reports, and identify the key problems in implementation of the government development projects. Our key task or responsibility was to prepare brief reports of the government projects' progress to H.E. President of the Islamic Republic of Afghanistan that were discusses during the cabinet meetings and most of the decisions regarding the projects were made based on our reports. I was tracking the progress of the projects in an Excel Sheet and preparing brief reports based on that tracking record. The reports were shared through our Director with Head of Office of Administrative Affairs and he then forwarded them H.E. President Hamid Karzai. It was a great honour working with President's Office and playing key role in monitoring of the projects. -
