• Lead and manage the output from the project staffs and consultants supporting the project under the position’s management• Develop work plan, detail implementation plans and budgets for MCSP projects under the position’s management.• Play a key role in managing relationship between Jhpiego Myanmar and donors; stakeholders and partners ensure that program activities are moving forward consistent with agreements • Work collaboratively with appropriate Jhpiego-Myanmar and headquarters staff to track the progress of MCSP project and activity budgets • Lead monitoring and evaluation of MCSP project under this position’s management; ensure targets and expected achievement are met • Maintain excellent relationships between the MCSP project team, Ministry of Health and Sports and other key national partners that are participating in project implementation • Ensure timely, accurate and appropriate reporting of program activities and results to donors for MCSP project under the position’s management (including quarterly and annual reports) • Responsible for ensuring compliance with donor requirements for MCSP project under his/her management

Myanmar

• Prepare budget and provide the programmatic support related with MCSP workplan.• Coordinate with the regional/state public health departments and medical service department for MCSP related activities.• Assisting program manager in developing monthly and quarterly work plan.• Work closely with finance department and procurement/admin department to prepare and track the progress of the activity budgets.• Prepare and organize the trainings and take as a role of co-facilitator to assist technical team.• Contribute to the project’s monitoring and evaluation of program activities that the targets are met.

Magway

• Taking as role of the team leader of HIV prevention project among MSMs and implement HIV prevention activities in Magway.• Develop work plan together with project team members and implement the activities according to work plan.• Conduct trainings such as Skill building training, peer counseling training, ART/HIV/STI training for peer educators.• Conduct monthly MSM meeting and monthly PE meeting and monthly staff meeting.• Manage the project team and give professional guidance to ensure successful project implementation.• Conduct advocacy meeting with respective departments and consortium meetings with members of consortium.• As the sub budget holder for HIV grants in Magway, approve project-related expenditures within the limits imposed by the Scheme of Delegation.• Collect monthly project data and write monthly report to NAP and other respective departments and assist project manager in writing quarterly and bi-annual report to PR.

• Overall administration and management of project activities and 5 DICs located in Pangwa, Chipwe, Sadung, Kampaiti and Phimaw.• Provide technical support to harm reduction nurses and harm reduction staffs in HIV testing and counseling, overdose management, post-exposure prophylaxis and primary health care for the clients according to national guidelines.• Check and collect monthly data from 5 DICs and make data entry to monthly reporting format in Pangwa office.• Submit progress report to Programme Manager monthly and assist Programme Manager and Assistant Programme Officer(Based in Kunming, China) in writing quarterly and annual report submission to PR.• Taking liaison role in PR visit to DICs and Pangwa Office.• Participate in recruiting new HR staffs and write and guide job descriptions (duties and responsibilities) for harm reduction staffs and peer outreach workers.• Provide and manage necessary pharmaceutical and other equipments for DICs and check the inventory records of 5 DICs monthly.• Coordination with DOH, local authorities and religious leaders and advocate with them for harm reduction projects such as NSP, MMT and ART referral programs.

Myanmar

• Providing suitable malaria prevention and treatment guidelines according to technical guidelines of evidence based good practice from WHO, UNICEF, Myanmar Health Department and Global Fund Malaria Project.• Going to hard to reach area and provide mobile treatment of malaria and other illness.• Supervising malaria mobile teams and give technical supply for diagnosis of malaria with RDTs and treatment of malaria.• Train local health workers such as VMWs, MMWs, RHCs and Malaria Stations.• Monitor project activity progress to make sure the programme can achieve the indicators and objectives.• Participate in programme data collection and analysis.• Coordinate and maintain close relationship with health officials from Myanmar Central and special region government.• Implement case study and share experience within HPA and NGO community.• Report project progress monthly and quarterly.• Manage project funds and materials related to work task as HPA rules.• Attend malaria training and other training assigned by the Superiors.
