I’m currently balancing three positions:🏴󠁧󠁢󠁷󠁬󠁳󠁿 At the Welsh Parliament/ Senedd Cymru, I lead our efforts to bridge the gap between academic research and parliamentary work, helping turn cutting-edge ideas into decisions that make a difference to people’s lives,🇪🇺 For the INTER PARES parliamentary strengthening project, I provide advice on gender, working to exchange experiences and ideas between EU parliaments and legislatures around the world to make them more representative and inclusive,🇱🇦 As lead technical adviser for the UNDP Lao PDR STEPS project, I focus on strengthening the people’s Assembly system to improve governance and ensure gender-sensitive representation, oversight, and law-making.I’ve published widely on these topics, as well as broader human rights issues, with a particular focus on translating research into action. I provide expert advice and research to Assembly Members on issues relating to equality, human rights, social security, civil society and poverty. I work with elected Members and committees to research and analyse information so decisions are based on the best possible evidence. In 7 years, I have led on more than 25 committee inquiries and legislative, and led the digital development of the research service.I also have specific responsibility for embedding equality and human rights issues in the Assembly’s scrutiny of policy, legislation and budgets. I frequently write articles for the Research Service blog on topical issues. Some career highlights include:- leading the scrutiny of the Violence Against Women, Domestic Abuse and Sexual Violence (Wales) Act. I also led the post-legislative scrutiny of the Act in December 2016, providing both clerking and research support to the Committee;- designing the first set of gender equality indicators for Wales, and- proactively undertaking a review of the Assembly’s performance against the IPU’s vision for gender-sensitive parliaments, and making a series of recommendations for improvement, which spanned procedural, operational and institutional issues.

I was seconded to the Fiji Parliament for four months in 2016 to establish a parliamentary research service and provide training on committee oversight and legislative scrutiny. I worked with various UN agencies, MPs, parliament staff and diplomats to negotiate the necessary political cover to create such a service in a challenging political environment.Achievements included:- establishing, training and managing a new team of parliamentary researchers;- writing a toolkit for MPs on scrutinizing legislation from a gender perspective and delivering a practical workshop on the toolkit to Committee Chairs and whips in July 2017;- designing and establishing a new ‘Bill summary’ publication series to help MPs scrutinise legislation;- providing workshops and training to MPs and parliament staff on the importance of expert and impartial parliamentary research, research techniques and how to enhance the scrutiny process with the use of evidence;- working as part of an international team in June/July 2017 that produced a series of briefings on the government’s 2017-18 Budget, including producing the country’s first Budget gender analysis.
