Resulted in near immediate increase in readiness for 40 teams, and a repeatable process to prevent any recurrent readiness lapse.• Managed operational Direct Support deployment model for over 1,000 Sailors across US Navy, ensuring operational commanders received fully trained, certified and equipped Sailors to accomplish mission objectives.

Competitively selected and served as Commanding Officer for the U.S. Navy’s only Cyber Security Service Provider and Defensive Cyberspace Operations Task Force. Led over 850 skilled cyber/intelligence personnel overseeing cyber security of over 500,000 endpoints across 170 US Navy classified and unclassified on premises and cloud-based networks globally. Included total accountability for: Operations, HR, Culture, EEO, finance and policy. Managed $60M annual budget.• Implemented Navy’s first Endpoint Detection & Response (EDR) capability across a 400,000-node enterprise network. Effort resulted in a 100% increase in network situational awareness with 50% fewer analysts than previous solutions required, while serving as a foundational piece of Navy’s move to a zero-trust security model.• Developed and implemented a holistic threat intelligence strategy to better inform SOC efforts, resulting in a 40% reduction in network attack surface. • Directed multiple on-network hunt operations across Navy’s enterprise computing environment, ensuring malicious actors were unable to compromise corporate networks.• Built partnerships across the Department of Defense, government and industry, resulting in intelligence sharing and new operational agreements that enabled better protection of networks globally.• Directed operations for Navy’s Red Team, comprised of 95 Sailors and civilian analysts directly responsible for penetration testing efforts on over 200 US Navy networks.

Direct report to Commanding Officer, responsible for execution of Signals Intelligence and Cyberspace Operations missions performed by 1500 personnel across multiple theaters of operations globally. Direct liaison with National Security Agency and United States Cyber Command senior leadership. Managed $7M annual budget.• Re-baselined Navy defensive cyberspace operations team, producing quantifiable measures of effectiveness and more timely reporting to senior commanders.

Student, US Air Force Air War College

Direct report to Navy Carrier Strike Group Commander. Responsible for planning and execution of all Strike Group Electronic Warfare and Cyberspace Operations. Managed over 100 Sailors across five warships, leading sensor management across the electromagnetic spectrum.

Managed eight Navy officers and civilian personnel responsible for developing cyberspace operations and electronic warfare policy for the US Navy.• Led study team from Center for Naval Analysis in analyzing and staffing future cyber warfare capabilities for operational employment.• Red cell cyberspace operations lead in Navy strategic wargame “GLOBAL 2011”, demonstrating effects of adversary cyberspace operations impact on Navy missions. Effort resulted in Navy leadership investment in better network security protections for shipboard critical systems.

Managed 38-member joint military service team in a critical National Security Agency operational mission.• First military Remote Operations Center Senior Watch Officer for NSA Georgia. Role required operations oversight of 360 joint-military and civilian operators conducting worldwide cyberspace operations.

Managed 42 Sailors responsible for all signals intelligence and electronic warfare operations onboard USS ENTERPRISE (CVN-65).

Microsoft Windows Technology Team Lead. Directly managed 17 NSA computer scientists researching Microsoft vulnerabilities and implementing countermeasures across DoD networks. • Contributing team member to NSA Windows Security Guide efforts, used globally to secure computing assets. • Led multiple operational network security evaluations across the globe, finding vulnerabilities and implementing corrective actions on-site, resulting in more secure DoD and government agency computing environments.
