Leading and mentoring a team of junior and mid-level contract specialists responsible for developing requirements packages for 85 doctors and scientists at Walter Reed Army Institute of Research (WRAIR). Supporting business process re-engineering related to acquisitions and contract management. Performing acquisition training for contracting officer representatives (COR’s) and team members. Serving as the client's primary point of contact and managed as well as coordinated the contracts portfolio. Reviewing, and providing final quality control for all documentation for the team prior to final submission to the government. While providing leadership, guidance and oversight for all other actions also, developing Statements of Work (SOW), Statements of Objective (SOO), Performance Work Statements Specifications, Minimum Essential Characteristics (MEC), Requirements and related documents. Developed performance measures providing consultation and recommendations; and coordinating requirements documents and evaluation criteria. Provided Acquisition Strategy Support (advice and recommendations for acquisition plans, including approaches, options, strategies, risks, contracting methods, competition sources, cost estimates, milestone schedule, etc). Conducting market research to identify potential sources and contract vehicles. Assisting in evaluation process and written documentation required to support-either informal or formal source selection procedures. Preparing request for quotes (RFQs), request for proposals (RFPs) and combined synopsis/solicitations. Preparing appropriate documentation for the exercise of options, modifications and assists in the resolution and documentation of performance issues and problems, including letters and correspondence for contracting officer (CO/KO) and contracting officer Representative (COR) signature.
