In this role, I oversee BSA’s state advocacy program, including legislative engagement across all 50 states. I work to advance the enterprise software industry’s priorities in state capitols and elevate BSA’s solutions-oriented approach to regulatory policy.

At Goldwater, I build bipartisan coalitions to advance state and federal legislation. In this capacity, I provide broad support to think tanks, advocacy groups and policymakers through legislative analysis and bill-drafting assistance, state-specific research and data, and coalition development. Additionally, I direct the Breaking Down Barriers to Work initiative, a multi-state effort to advance the universal recognition of out-of-state occupational licenses. The efforts of this initiative have led to the successful passage of recognition legislation in over two dozen states since 2019.

Directed the Institute’s outreach efforts to policy organizations, state legislators, and advocacy groups to increase engagement with Cato policy products and research materials. Managed outreach to Congress to coordinate meetings with staff and Members, organize and moderate televised hill briefings, and direct distributions of new publications to hill offices.
