Provide system support to Grant recipients.• Initiate recipient enrollment, and review and approve request for payments within the ASAP system.• Provide Grants Administration guidance regarding procedures and compliance with appropriate regulations for NOAA Awards.• Conduct grant reviews of applications to determine appropriate funding (contract, grant or cooperative agreement) under which an award will be made.• Perform cost analysis on proposed grant applications. • Submit grant applications to the Department of Commerce Federal Assistance Law Division (FALD) for review and approval.• Process, review and submit grant applications to the Grants Officer for approval and signature.• Serve as a subject matter expert in the development and implementation of the Grants Online-Commerce Business System interface for the NOAA Grants Management Division and Federal Program Office.• Actively collaborate with Division Branch Chiefs to compose updates and modifications to NOAA’s Standard Operating Procedures and Administrative Standard Terms and Conditions.• Provide Commerce Business System and Account Settlement Report to The Office of Inspector General (OIG) and Division Audit Specialist upon request. • Verify procurement documents for accounting code accuracy to create grant obligations and authorize funds for Finance certification in the Commerce Business System (CBS).• Review Federal Financial reports and Performance Progress reports for accuracy and completeness for close-out.• Monitor Grantee accounts for delinquent payments, de-obligate funds and open closed accounts for cash access.• Provide grant year end funding data in the format of spreadsheets, charts and graphs to the Division Director, Branch Chiefs and Staff.• Participate in NOAA workshops, seminars, and training sessions as it relates to grant programs and policies.
