Heather works alongside forward-thinking civic and private sector leaders to help solve complex government financial, program and policy challenges. She leads teams to accomplish long-term, positive impact on our communities through an emphasis on innovative methods and emerging trends. Heather's work to evolve policy and deliver effective public services spans finance, economic development, education, transportation, and health care and human services. Prior to joining The Council of State Governments, she spent over 11 years in management consulting for federal, state, and local government clients. Heather received a Bachelor’s Degree in Finance from the University of Florida.
