Facilities include single and tower housing units, furniture warehouses, recreational areas, support facilities and utilities infrastructure. Maintain surveillance over one or more contract construction projects of routine and/or complex nature at one or more work sites. Provide input to project engineers toward solutions or courses of action required based upon thorough knowledge of contract specifications, common trade practices, and observations made at project sites. Review contractor QC reports and test results for completeness and accuracy. Inspect materials, workmanship, and conduct test inspections to ensure compliance with plans and specifications, quality, safety, and contractual requirements. Maintain daily records on items of work inspected and work instructions, received or issued. Furnish field information for construction progress and feeder information for other reports. Participate with contractors/sub-contractors reviewing/planning upcoming work. Participate in weekly and bi-weekly update meetings and report monthly projects progress status.

Senior QC Manager II for a Naval Facilities Engineering Command (NAVFAC), FEAD project ($17M).Managed on-site construction daily activities, quality control, and safety tasks executing six projects including electrical and civil upgrades and repairs. Supervised three QC Specialists. Assisted Project Manager identifying, resolving and executing tasks to achieve project objectives. Executed all tasks/activities associated with project QC Plan. Coordinated and conducted meetings with NAVFAC representative, sub-contractors and third-party labs. Project included: ISP/OSP tele-comm, 60 and 400 Hz power centers and distribution repairs, 400Hz generator repair upgrade, installation of new transformers/switchgears/man holes, FA repair/upgrades and construction of concrete tele-comm addition to an existing facility.

Asuncion, Paraguay

Construction QC Manager II on a State Department $168M OBO project constructing a new multi-building diplomatic complex situated on an existing 14-acre embassy site. The project included a New Office Building, U.S. Marine Residence, Entry Pavilion, Facilities for the Community, Support Annex, and a Parking Structure. The project was performed in three phases.

South Korea

GEITA Support for $30M fuels construction projects, Air Force Civil Engineer Center (AFCEC). Primary in-country AFCEC representative liaison with DLA Energy Office leadership and engineers, fuels logistics personnel at U.S. and Korean Air Force bases throughout the peninsula. Provided POL systems construction management oversight from inception engineering assessments through construction to acceptance and warranty. Projects included inspection, cleaning, repair and maintenance of underground storage tanks with associated pipelines and equipment, and electrical upgrades. Oversaw performance of Title II Quality Assurance services, API 653 inspections and certifications, NDI test evaluations, contaminated soil remediation, and warranty. Participated in post award kick-off, pre-construction, partnering, design, and coordination meetings during conceptual and pre-construction phases. Collaborated with Clients during project start-up to determine expectations, discuss QC administration and management plans, to include 3-Phase Construction Control Inspections program, and resolved any QC plan issues.

Tokyo, Japan

Defense Logistics Agency (DLA) Distribution, Japan, Okinawa and South Korea ($25M). Provided construction management Title II oversight, design, and engineering services in support of a fire suppression (FS), fire alarm (FA) and mass notification (MN) systems repairs/upgrades project in 10 Defense Logistics Agency (DLA) warehouses located in mainland Japan, Okinawa, and South Korea. DLA’s mission remained fully operational with continuous and unimpeded functions during phased construction, including demolition, with all applicable security and safety measures in place at all times. Collaborated with stakeholders during project start-up to determine client expectations, discuss QC administration and management plans, including the three phases of control program, and resolve any QC plan issues. Administered and implemented company and Government QC systems. Proactively identified QC issues and expedited resolutions. Enforced strict safety compliance and issued corrective actions. Enforced three phases of control plan and communicated progress during preparatory, initial, and follow up phases. Highlights: Included asbestos/lead abatement; demolition, installation, and commissioning of FS and FA/MN systems, seismic bracing, water main tie-ins, roadwork, lighting/sensors system, and new fire pump rooms.

USAF Hospital, Yokota AB, Japan. Provided federal construction management, design, and engineering services in support of a $13M 9-phase interior renovation, repairs, and structural seismic retrofit upgrades of a 94,000SF 4-story military hospital while actively providing medical care to military members and families, and retirees. Performed daily QA/QC oversight as Title II, USAF Client Representative, reporting directly to Air Force Civil Engineer Center (AFCEC) - Hawaii Division. Reviewed and oversaw execution of contractor’s health and safety, quality control, and environmental control programs, ensuring strict compliance with codes, permits, design specifications, and plans. Highlights include: conversion of patient rooms and clinics to administrative offices; demolition and renovation of 94,000SF of exam, treatment, and x-ray rooms; laboratories, clinics, restrooms, pharmacy intrusion detection systems, and perimeter physical security; exterior paint, and construction of 615LF of reinforced concrete seismic walls; and asbestos/lead abatement.

South Korea

Managed on-site construction activities performed by sub-Contractors, QC, and safety tasks constructing a $14M 35,000SF 3-story, multi-level enlisted club; $26M 144,000SF 5-story, 200-room lodging facility; and $1M replacement of 2,400 linear feet of in-service 8-inch JP-8 fuel receipt lines, tanks/valves, and pumps repair, servicing USAF aircraft.

Served for 28 years in all aspects of military construction planning/programming, design, project management, contracts, procurement, construction management, QA/QC, operations services, and facility management. Executed from ground breaking to commissioning diverse design and construction projects worldwide in liaison with Department of State, NAVFAC, USACE, USAF, AFCEC, DLA, AFCESA, AAFES, and CCK (Korea). Major projects include, among others, new construction, renovations, repairs and upgrades of SCIFs and ICD 705 areas, military family housing, barracks, schools and hospitals, environmental restorations, roadways, airfields and runways, utilities infrastructure, fuels systems, fire suppression/alarm systems, structural seismic retrofits,lead/asbestos abatement, and specialized combat engineering in hostile/austere environments.
