Principal policy making official for the Department of Juvenile Justice, conceiving, operationalizing and executing the Department’s reform strategies related to delivery of evidence-based, developmentally appropriate services and conditions of care for youth incarcerated in Illinois’ youth prison system. Responsible for all Department program and service array-related operations, including developing and executing the Department’s core assessment and intervention model. Develop strategic operating goals and policy to align with evidence based practice and legal mandates and execute vision by leveraging and realigning resources to meet goals while reducing redundancy and waste. Principal grant administration for the Department, generating over $1.5M in new funding and donations annually.

Overall management and administration of the 25-member Illinois Juvenile Justice Commission, including fiscal and strategic planning and implementation of program, policy and research initiatives; compliance monitoring; contract management; brand and mission management; and communications. Administration of federal grants for statewide juvenile justice programming. State liaison with the federal Office of Juvenile Justice and Delinquency Prevention, ensuring statewide compliance with federal Juvenile Justice and Delinquency Prevention Act; advising state and local juvenile justice system partners and policy makers regarding best practices; monitoring, reporting, and developing strategies to reduce racial and ethnic disparities in the juvenile justice system; and developing and implementing policies to ensure collection, analysis and reporting of performance measure data. Expanded the resources and reach of the Commission, including launching a statewide program to establish local multidisciplinary juvenile justice councils aimed at enhancing data-driven decision making and community based interventions.
