I am a policymaker and researcher committed to transforming cities and governments into leaders of sustainable and inclusive economic development. Holding academic qualifications in Economics (London School of Economics), International Relations (Universidade de São Paulo), and Public Policy (INSPER), I offer a multi-disciplinary perspective on a range of complex challenges.     Conducted a study on the covid-led disruptions to the Nigerian public health financing. I coordinated the research on the effect of macroeconomic shocks on the government's fiscal policy and on its capacity to finance and deliver health services and what mechanisms explain that impact. The results of the consultancy will contribute to Global Fund's new strategies for financing health systems post-COVID-19.

My work entitled coordinating the partnerships' endeavors, as well as leading (011).lab's projects which were part of international partnerships. -Coordinating the project "Innovation and e-Government": 10 public services from 6 different local ministries were improved and digitalized, 50 public servants were trained in human-centered design and a new methodology for services digitalization was created; -Establishing partnerships with Demos Helsinki and The Hertie School of Governance-Managing the partnership with the CAF (Development Bank of Latin America) and with Metropolis.

    Coordinated the implementation of the 2nd Open Gov Action Plan, a multi-stakeholder project for the reduction of social inequalities and enhancement of public services applying innovation, citizen participation, and accountability. Oversaw the endeavors of 42 people, collaborating with the compliance with the 30 actions from the Plan, which comprised a budget of aprox. USD1.5 Million. The plan earned a finalist prize at the 2020 São Paulo City Hall Innovation Award. Led the design and implementation of the new public budgeting process of São Paulo, which included a participatory phase in which 20,000 inhabitants voted for local budget projects (six times more than before), resulting in the destination of public funds for health, education and culture in the poorest regions of the city.Designed and Managed “Participe+”, the online platform for social participation from the City Hall. “Participe+” engaged around 30,000 citizens in its first 3 months of existence. Collaborated in the geographical mapping of £1.45 billion in public finance on education, identifying its distribution among the public schools in the city. That will help officials and civil society to tackle inequalities in education.Represented the City Hall at the Open Government Partnership (78 countries and 20 local governments). Built formal and informal cooperations between São Paulo and: Madrid, Buenos Aires, Scotland, Basque Country and Curitiba. Coordinated the 4th Brazilian Open Government Conference (Brasília, November 2019), with approximately 250 people.Represented the City Hall in the Panel: “Reaching the People: OGP Local Approaches to Empowering Underrepresented Communities” for 100+ people at the Open Government Partnership Global Summit in Ottawa, May 2019.

    Article 19 is a leading international NGO on the promotion of freedom of expression, access to public information and social participation. I worked on the implementation of its advocacy strategy, which meant promoting strategic projects, doing research, meetings, events and networking. I would highlight the following achievements:-I led the project on Access to Water and Water Governance, having an important role in designing and implementing the Alliance for Water advocacy strategy. This strategy was crucial for the approval of the São Paulo Law for Water Safety, which improved water governance standards in the city. -I co-wrote the joint complaint to the UN against Brazilian authorities regarding water and sanitation rights. The letter encouraged the reopening of dialogue by Brazilian authorities, being influential for the participation of the Ministry of Environment in the National Open Government project.-I was one of the participants of the successful advocacy strategy for the signing of the Escazú Agreement, which will contribute to promoting access to justice, information and participation in environmental issues in Latin America. As part of it, I co-wrote and published an article in the Reuters Journal for Environmental Law #91.-I designed with the City Hall of São Paulo the methodology for the co-creation process of its 2nd OpenGov Action Plan, which reached 2500+ interactions.-I was one of the authors and editors of the 2018 Spotlight Report on the 2030 Agenda in Brazil, in cooperation with the European Union.-I was part of the team that guaranteed personal data safety for citizens who made access to information requests, along with the National Ministry of Transparency -I researched and co-wrote 4 reports on access to information, social participation and fight against corruption in Brazil.-I coordinated the development of the report "Transparency on Water Management in Brazil (2018-2019)" with USP and UFABC, later published in 2019.
