As a FEMA Supervisory Emergency Management Specialist - Branch Chief - Technical Services Branch, I spearheaded the development and implementation of a groundbreaking Recovery Branch. I led and supervised a team entrusted with the oversight and coordination of FEMA Public Assistance funding within Region II. I conducted meticulous reviews and analysis of project worksheets to ensure adherence to program policies and regulatory guidelines.In my role, I provided visionary leadership in implementing the FEMA Public Assistance Program fostering collaboration among a team of Public Assistance Program specialists, coordinators, and staff members. I set clear performance expectations, offered targeted coaching and feedback, and cultivated a collaborative work environment to drive the achievement of program objectives. Establishing and nurturing robust working relationships with state, local, tribal, and territorial governments, as well as nonprofit organizations, was integral to facilitating the recovery process. Henry Comas, HUD Region II Disaster / COOP Coordinator completed the Executive Leaders Program at Naval Postgraduate School’s Center for Homeland Defense and Security on November 9, 2016.The goal of the Executive Leaders Program is to enhance senior leaders’ capacity to develop policies and strategies while strengthening working relationships across the jurisdictional boundaries of regions, agencies, local-state-tribal-federal governments and the private sector. Students study the interdisciplinary concepts that comprise emergency management and homeland security.Mr. Comas was chosen because of his extensive experience and recognized leadership in coordinating cooperative relationships and effective partnerships with federal, state, and local counterparts, so that HUD’s disaster relief and recovery efforts are optimally coordinated. He resides in New York City and works out of the HUD New York Regional Office.
