Oversaw the complete transition of the 5600+ production workforce to a construct of Product Delivery Teams utilizing LEAN, Toyota KATA, and SHINGO principles. The Product Delivery Teams center on the pull of work from the customer, development of the standardized work packages to accomplish the task focusing on the non-stop execution of the flow of work with cross functional teams. The drive was to implement a systems approach to reducing the critical chain in maintenance availabilities, reducing cost, improving quality. Performed technically complex maintenance and modernization on both nuclear powered and conventional warships throughout the Pacific. Managed all aspects of trade skill administration, including hiring, career path development, succession planning, training, and qualifications.• Subject Matter Expert in Change Management: Changed the Production Line of 12K person shipyard from the Shop format to Product Lines focused on multi trade teams delivering products to ships.

Total value of labor, material, and overhead averaged $1B per year. Negotiated multiple intra-governmental overhaul contracts successfully, valued more than $200M each. Managed the planning of a critical public-private partnership for labor execution with Unions. Directly managed the shipyard's strategic workload planning and budgeting 10 year process.

Directly managed shipyard strategic workload planning and budgeting processes.• Developed and implemented a new system of tracking expenditures by separate platforms to better identify where focus was needed to maintain budgets by developing a Microsoft Access database. This information afforded all stakeholders more clarity on the execution of work.

Led an organization of 100 civil servants and contract engineers (internal budget of $25M) in developing t maintenance strategy to stretch aircraft carrier service life from 35 to 50 years. Identified, planned, and budgeted for all aircraft carrier life cycle maintenance for all active aircraft carriers. Led teams in development of the aircraft carrier end to end process map for planning budgeting and execution of carrier maintenance.• Successfully planned, budgeted, and executed a move of 275 personnel from Chesapeake, VA to Portsmouth, VA. The move was completed under budget and without affecting performance of our products.• Developed a life cycle maintenance plan for the NIMITZ aircraft carrier class, changing from a 72-month budgeting cycle to a 48-month cycle.

Managed the non-nuclear systems on the Pacific Northwest based aircraft carrier through a deployment and a nine-month Maintenance availability with a Department of 450 personnel. Maintenance coordinator for the Planned Maintenance availability, responsible for the tracking and reporting of all maintenance efforts conducted on the ship.• Successfully orchestrated a $240M, 365,000 man-day repair package for a 9 month repair availability in support of a successful deployment cycle.
