HL (Harry) Campbell is the Director of Science Policy & Advocacy in the Pennsylvania office of the Chesapeake Bay Foundation (CBF). He has nearly thirty years of experience in watershed assessment, restoration and protection science, policy, and advocacy in academic, governmental, private, and nonprofit sectors. Prior to being named to his current position, he spent nearly eight years as the Executive Director of CBF’s Pennsylvania office. A recognized innovator, he fostered efforts to successfully designate the eastern hellbender the Pennsylvania state amphibian, create of the Keystone Tree Fund, conceive the Keystone 10 Million Trees Partnership (aka, Ten Million Tress for PA), and devise the successful the first statewide, state-based conservation cost-share program in Pennsylvania, the Agricultural Conservation Assistance Program. He launched CBF’s initiative to transform watershed planning in the state, an effort which was recently awarded over $3 million implementation funds in the 2022 federal omnibus budget. He is a frequent guest lecturer, panelist, and interviewee in traditional and nontraditional media. HL holds a bachelor’s degree in environmental resource management and a master’s in environmental pollution control from The Pennsylvania State University. He grew up in northern Luzerne County where he spent countless hours fishing and wandering forest and fields. Currently, he resides in the Harrisburg area with his spouse, two young adult children, and an innumerable number of transient sentient beings.

Lead technical specialist for initiatives regarding the Pennsylvania office of the Chesapeake Bay Foundation. Formulated position statements on proposed new and revised state and federal legislation, policies, and regulations. Co-chair of the Pennsylvania Chesapeake Bay Tributary Strategy Stormwater Workgroup, a technical committee designed to craft new and revised policies and guidance towards reducing the impact of stormwater runoff on Pennsylvania streams and the Chesapeake Bay. Key member of the Pennsylvania Chesapeake Bay Tributary Strategy Point Source Workgroup, designed to craft and help establish implementation of nutrient permit limits for point sources within Pennsylvania’s portion of the Bay watershed. Key member of the Pennsylvania Chesapeake Bay Tributary Strategy Nutrient Trading Workgroup, designed to form policy and guide implementation of Pennsylvania’s nutrient trading program. Key member of the Pennsylvania Chesapeake Bay Tributary Strategy Legacy Sediments Workgroup, designed to study the presence and extent of post-colonial streambed sediments and their impact on local and regional water quality. Planning committee member for the 2006 national American Water Resources Association 42nd annual conference in Baltimore, MD. Frequent guest lecturer, conference and workshop presenter, and featured specialist in nearly 100 local newspaper articles, national magazines, internet websites, and numerous television outlets.

Instructor for ENSP 225: Aquatic Resources Management

Responsible for developing and performing planning and technical studies related to watershed management, water quality, and stormwater management. Lead scientist responsible for the performance of a multi-year lake assessment of water quality, inflow tributaries, and outflow. Initiated a watershed assessment to determine key potential point and non-point sources of water quality degradation. Sampled for key parameters including chlorophyll a, algal species, total phosphorus, nitrate, dissolved oxygen, total suspended solids, sediment transport, and other constituents that affect lake health. Assistant Project Manager responsible for leading the collection and analysis of the stream macroinvertebrate study as part of the Yellow Breeches Watershed Assessment. The goal of this study is to gain a greater understanding of the water quality conditions of the Yellow Breeches Creek and tributaries with emphasis on those areas of known impairment via the Pennsylvania 303(d) List of Impaired Waters. Scientist responsible for tasks associated with the completion of technical analysis of compensatory stream mitigation options as part of a proposed new 115-acre water supply and recreation lake. Scientist and planner in the development of watershed-based approaches to meeting NPDES Stormwater Phase II requirements.

Manager in the development, implementation, public relations, and financial tracking of nonpoint source-impacted watershed restoration plans. Duties included supervision of staff members and coordination of contractual agreements. Developer of a quantitative pollutant reduction strategy to meet Total Maximum Daily Load (TMDL) quantitative targets within a Comprehensive Watershed Management Plan framework for large multiple land use watersheds in southeast Michigan. Coordinator and developer of an exhaustive structural stormwater BMP literature review and matrix, identification of potential stormwater retrofit options for developed areas, and creation of an economic optimization model to compare and contrast the use of various stormwater BMPs for pollutant removal efficiency and cost in meeting TMDL targets. Author of Michigan’s step-by-step guidebook, with supplementary documents and tools, to assist communities and/or watershed organizations in developing pollution reduction (TMDL) watershed plans throughout the state of Michigan. Executive Committee member for the Michigan State University Extension’s National Pollutant Discharge Elimination System (NPDES) Phase II Decision Making Framework and Educational Series for elected officials of seven counties within southeast Michigan.

Project lead for the sampling, development, and coordination of Total Maximum Daily Load (TMDL) establishment for select waterbodies in Pennsylvania, Maryland, and New York. Assistant for the constructed wetland program designed for the remediatation of urban stormwater runoff. Project investigator for the development and implementation of an Emergency Spill Response program and model for selected portions of the Susquehanna River. Representative to the EPA Chesapeake Bay Toxics Subcommittee. Lead advisor to staff on water quality chemistry issues.

Lead research scientist at the Applied Research Laboratory in the toxicological analysis of contaminated process-water and oxidative products. Key contributor in the design, development, and implementation of small-scale biofilters aimed at optimizing biodegradation.
