- Lead planner for the Hospital’s $500M Comprehensive Redevelopment Program. Prepared bed need analysis and outpatient projections in cooperation with HHC Central Office and Hospital staff. NYS Department of Health granted approval of $500M, implemented in four Phases. Phase I (new 340 bed acute care tower), Phase II (Diagnostic and Treatment Center, Phase III (Ambulatory Care), Phase IV (New Behavioral Health Center).- Led Office of Strategic Planning during revenue growth from $239M to $667M and provided management consulting for facilities including Central Brooklyn Family Health Network; Brooklyn/Staten Island Family Health Network (BSI); The Brooklyn Staten Island & Queens Family Health Network; and South Brooklyn/Staten Island Network. During the Network development process played a key role in senior management decisions and integration of new facilities.- Spearheaded market analysis for development of new programs and services.- Played leadership role in expansion from single location to 19 facility network. Pivotal in integration of new operations and services, increasing revenue by $12M in 1 year with a smaller facility.- Designed strategic plans that led to successful downsizing of $450M organization by 25% 1 year cost reduction.- Established capital budget process, developed criteria and negotiated $100M in internal funding for new and replacement equipment and facilities.- Directed/coordinated multiple projects from concept to timely and within budget completion such as the Regional Perinatal Center designation project, coordinated activities with affiliated hospitals (Coney Island and Woodhull) which represented 5,000 deliveries per year, the freestanding cardiac catheterization laboratory and cancer center projects.- Worked with HHC planning staff in preparing the plans and Certificate of Need application for the establishment of a new $62M Long Term Care facility in Brooklyn.

Worked with the late Senator Mooynihan’s health policy aide and developed a key healthcare legislative proposal for border babies that was funded as a federal demonstration project in the Reconciliation Budget and Welfare Reform Bill.
