I am an economist and strategic planner committed to improving the performance of mission-driven governmental and non-profit organizations by helping them make strategic and resourcing decisions driven by their values and grounded in data. In face of enormous need and operating on shoe-string budgets, these organizations must work smarter AND harder. Used correctly, strategic planning can improve an organization's ability to deliver its services effectively, efficiently, and equitably. Highlights of strategic planning and coalition building work at FEMA include: ** Facilitating and drafting Goal 1: ”Instill Equity and a Foundation of Emergency Management” of FEMA's 2022-2026 FEMA Strategic Plan.** Supporting numerous federal programs (mostly in the community resilience space) in defining outcomes, identifying performance measures, and building business cases to win additional funding from Congress.** Building consensus around and drafting organizational doctrine that defines shared values and clarifies roles and responsibilities across many actors all working in the same space.** Founding and leading a grass-roots community within FEMA (ultimately growing to over 800 members) that provided an inclusive and collaborative space for staff to identify, discuss, and address social inequity within FEMA and its programs includes facilitating and drafting strategic planning documentsMy disaster work at FEMA includes development of disaster-specific recovery policy for Puerto Rico after Hurricane Maria, oversight of Puerto Rico's recovery plan in partnership with RAND's Homeland Security Operations Analysis Center, and expansion of FEMA assistance to address food insecurity under the COVID-19 disaster declarations.
