Provides systems engineering support to Ansaldo STS USA, a leading developer of rail control systems. Currently providing requirements development and management support to the Toronto Metro renovation and extension project. Specifics include producing the system level requirements specification, multiple lower level product and standard specifications, and producing requirements traces and proof of compliance between the design and the Toronto requirements.

Northern Virginia

• Provides expert level requirements and systems engineering support to the Global Hawk UAV SPO and as required to Air Combat Command and the Northrop Grumman Corporation, currently focusing on the ground segment and functionality needed for its re-architecture – designated one of the two “key personnel”• Developed and assisted with the development of multiple tools for UAS integration into the NAS• Extensive experience in replicating and decomposing pilot functions, decision making, and reactions into finite functional requirements for use in a UAV system or tools supporting airspace safety• Principal Investigator on NASA SBIR; helped develop a tool to dramatically shorten the mission planning and validation time of UASs pre-launch and real-time contingency planning• Developed Mission Planning and Safety Visualization tool (and simulation) that provides a 3D visualization of a UAS’s normal and contingency performance; well received by FAA COA office• Developed other concepts and proposals for NASA (and UASs) that included other safety aspects including ground based sense and avoid, completing an initial “equivalent level of safety construct”

• C4ISR domain expertise and systems engineering skills sought by multiple programs owing to recognized successes and the exceptional ability to “tie the whole thing together” • Served as the requirements focal point in the Systems Engineering and Integration Team (SEIT) IPT• Trained engineers of all experience levels in the ISR needs of multiple components and echelons and associated those needs to their program and specific development tasks• Conducted the first complete functional decomposition for the Global Hawk program enabling an expanded technical baseline and gap analysis in which the government customer has high confidence • Provided assistance in all aspects of requirements through specification development for new efforts and proposals, ensuring continuity and consistency between these and other ongoing program efforts• Owned and operated a small systems engineering firm (NORSER LLC)

• Developed the CONOPS, architectures, and requirements for all four Global Hawk approved JCIDS documents; successfully staffed, resolved multi-service/agency comments and briefed them through the JROC, obtaining approval for all in record time. Significant consensus building required• Developed and executed the communications TPEDS portions of the Global Hawk Analysis of Alternatives• Briefed SECAF, VCSAF, senior USAF leadership, Air Staff and MAJCOM staffs on high-altitude ISR communications and TPEDS architectures, impacts, and potential solutions• Developed the “prosecution of obscured targets” concept, which was placed on ACC’s CAF Flight Plan • Co-authored an approved ACTD and submitted multiple approved “technology requests” to R&D councils

• Managed the multi-year Army Targetry Program, with funding in excess of $60 million, providing all targets to over 3000 ranges world-wide for all Army weapon systems – developed consensus among major commands for fielding prioritization• Instituted organization and management controls to ensure the continued viability of the program resulting in requests by the Department of the Army to remain on station as the program manager

• Chosen as the Army Intelligence focal point for Army operations and Joint actions, assisted with or developed ISR and communication architectures in support of Army operations and contingencies• Army lead for world-wide Sensitive Reconnaissance Operations, requiring a working knowledge of all aerial reconnaissance platforms – balanced competing theater requirements on a monthly basis• Continuously briefed senior Army leadership on reconnaissance and intelligence related matters• Army Intelligence or staff representative working closely with multiple Intelligence Community forums and organizations, Joint Staff, Military Intelligence Board, Defense Intelligence Agency• Participated in Congressional justification, budget reviews, high level studies and analysis

• Commanded, directed operations and training, and served in multiple aerial and ground based intelligence units supporting division, corps, and theater operations, including combat operations • Successfully retired a multi-million dollar system from the Army inventory, on time, on budget, which required the compressed development and execution of a complex timeline and thousands of events • Directed operations and training of a 500-soldier organization with over 30 different job skills• Proven leadership, training, management and staff skills for small teams through large organizations• Gained a detailed understanding of battalion/squadron through theater operations and required intelligence support in multiple environments – peacetime, low intensity and major combat operations
