I developed and implemented new approaches to business planning and performance management aligned to refreshed Vision and Strategy; shaped new Target Operating Model and service design for new strategic development and delivery Directorate; and carried out maturity assessments and improvement planning for key services.

I designed and implemented a new strategy and performance framework, and also led a redesign of business planning in this large Russell Group University with campuses in UK, Malaysia and China.Key contributions:■ Gained agreement for university-wide KPIs, target definitions and performance reporting cycles.■ Secured agreement to recommended actions to improve performance across Faculties and Professional Services departments to deliver against KPIs and a new approach to business planning

As Strategic Change advisor to the Deputy Chief Constable, I led change across the organisation, defining its new strategic vision and driving a series of transformational interventions. I directed its Workforce and Organisational Development Programme, linking the candidate/employee lifecycle as a single system to fulfil organisational needs, drive cultural change and improve productivity.I authored the Force Management Statement, reviewing performance against current objectives and assessing future capability and capacity requirements to meet demand. I designed the new strategy framework, providing management information to provide direction, aid decision-making, improve accountability and monitor progress.Key contributions:■ Created Team Leicestershire Academy operating model (leading 50 staff) to nurture potential in workforce of 3,500, developing and implementing training to meet strategic priorities.■ Defined and introduced new corporate strategic framework, consulting across the Force on refreshed vision, values and strategic priorities in support of improving outcomes.■ Introduced data-driven organisational design, workforce and succession planning processes to meet demand during period of high workforce turnover, facilitating recruitment of 700 new police officers.■ Efficiency Strategy to identify savings, increase productivity and inform future ways of working, estate utilisation, use of technology and hybrid working.■ Embedded new people management/leadership expectations, PDR processes and workforce engagement strategies, delivering positive workforce behaviour, culture and perception change.

I reported to the Deputy Chief Constable and as Senior Communications Advisor to Chief Officers, I managed reputation and delivered behavioural change and organisational impact. I was responsible for media relations, campaigns, internal communications, digital, critical/major incident and crisis management.Key contributions:■ Re-set strategic direction to align delivery with business need, and introduced structured approach to evaluation of campaigns to deliver improved outcomes and return on investment.■ Implemented directorate restructure to create and lead cohesive team (16 staff), recruiting all management posts including new head of department and senior management roles.■ Initiated new recruitment campaign #weareyou, used as national case study demonstrating significant social media reach and engagement to deliver 4x increase in applications from diverse groups.

Nottingham, United Kingdom

I was initially recruited by Midlands Connect to bring in-house the communications and PR activity which had previously been outsourced, and to develop the strategy for corporate communications, media and stakeholder management. Within 6 weeks of joining, I was asked to step up to the same role across all aspects of the Midlands Engine Partnership of universities, local authorities, enterprise partnerships and businesses.I worked across HM Government (multiple departments including MHCLG, BEIS, DIT, DfT, FCO, the “Great” campaign and Prime Minister’s Office/Cabinet Office). In this, I influenced, aligned and coordinated messaging and communications activity, improving reach and impact, and securing investment in Midlands Engine programme priorities and initiatives.I deputised for the CEO, chairing and supporting boards and committees, managing the Secretariat and developing and implementing Partnership’s governance framework. I engaged with Board members and leaders in Partnership bodies to ensure buy-in to shared priorities to finalise the Strategy and Programme Plan, the Midlands Engine Vision for Growth Strategy and the China Strategy.Key contributions:■ Secured £500k budget through Cabinet Office Professional Assurance Process to commission “Midlands Engine is here” marketing campaign, improving perceptions and growing trade and foreign investment.■ Coordinated UK, Cannes & Shanghai strategy and marketing campaign launches led by Ministerial Champion/Secretary of State for Communities, resulting in increased inward investment and exports.

Lincolnshire

I was appointed initially as Interim Deputy of the Lincolnshire Police Authority (LPA), then acting Chief Executive 2009-2010, becoming permanent Deputy CEO in 2010. I programme-managed the dissolution of LPA and transition to PCC including the development of governance and decision-making framework, new management systems, corporate policies and procedures.As senior Communications advisor to the PCC and the Chief Constable, I developed and implemented its new shared Corporate Communications Service, managing all aspects of communications and engagement. In my Deputy Monitoring Officer role, I provided governance and assurance, holding the Chief Constable to account in terms of police and crime plan delivery and performance, and ensuring probity of decision-making.Key contributions:■ Authored, gained agreement for, and delivered 4-year Police and Crime Plan, prepared annual governance statement and supported CFO with annual budget, medium term financial and audit planning.■ Defined, initiated and managed 10-year £250 million outsourced services contract requiring TUPE of 600 staff, achieving 20% savings and improved performance.■ Led transformational Victims’ & Citizens’ Channels Change Programme to deliver customer-focused, integrated, multi-platform services to improve victim/customer satisfaction and deliver efficiencies.■ Led commissioning of victims of crime support services, convening, influencing and coordinating partner agencies to coalesce around shared vision for community safety, mental health, drug and alcohol misuse.
