Research, teaching and advisory work on evaluation in Africa

Biodanza is a process of self-discovery through music, movement and dance. Ian has undertaken Biodanza since 2001, Since 2006 he has been training as a facilitator and qualified in August 2010.

Supervised various doctoral (Coventry University) and Masters theses (Free State) and examined doctorates (Stellenbosch and Witwatersrand). Taught on Masters for Development Support, University of Free State, and currently teaching on MPhil in Development Policy and Practice at University of Cape Town. Ian was an Honorary Research Fellow at Coventry University 1991-5.

Ian was appointed as a new Commissioner at the members meeting of 18 April 2012. He became chair of the Programme Committee in October 2012.

Establishing national evaluation system, donor coordination

BDFSA is the Association of Biodanza Facilitators in SA.

Mvula Trust is an NGO focusing on rural water and sanitation in South Africa. It specialises in community-based approaches and has a strong implementation arm in several provinces, as well as a Policy Unit which has made major contributions to research and policy on rural water and sanitation in South Africa. Ian has served on the Strategy and the Finance Sub-committees, and played an important role on the Board.

Ian was Chair of the Friends of the 7 Dams Conservancy from 2005 to 2008 and Vice chair to 2009. The 7 Dams is an 86 ha conservancy north of Bloemfontein. During this period we managed to undertake an environmental management plan for the 7 Dams area which revealed its ecological importance, undertake volunteer work to conserve the area, raise funds for a conservator and environmental education, and fight development in adjacent land on areas of high ecological value. The area is increasingly used by residents for walking, running, cycling and for educational activities

Khanya-African Institute for Community-Driven Development is a not-for-profit Institute working on community-driven development and sustainable livelihoods in Southern and Eastern Africa. Khanya-aicdd's mission is to transform development systems to support the livelihoods of poor people. Ian was one of the founders of Khanya-aicdd, and with colleagues developed the systems, brand, set of methodologies and participatory approach to management for which Khanya has become known, including around the sustainable livelihoods approach (SLA), community-driven development including community-based planning, community-based workers, approaches to funding communities etc. Undertook facilitation, research and consultancy on wide range of assignments from community (eg community-based planning) to international level (eg workshop of African Ministers on CDD). Documented this work extensively.

Provide editorial comments for papers within the PLA Notes series. Also been guest editor and author on one edition (on Decentralisation and Community-Based Planning).

Ian was an active Board member at St Michael's where his children both attended. He was also Treasurer, and involved in facilitating a strategic plan for the school.

Supporting the transformation of the Free State rural sector from supporting 11 000 commercial farmers to supporting 325 000 small farmers, farmworkers and backyard gardeners. Responsibilities included advising the Minister and Head of Dept on institutional reform and facilitating change in strategic management, restructuring including delayering and creation of strategic apex, financial systems, HRM, transformational content programmes, public expenditure review, establishment of a community projects fund and associated systems. Organised many workshops, run management training for senior provincial managers, strategic planning for committees of the legislature.

The NREC was one of the founder members of this network. I then became Chair, with secretariat from a French organisation, CELAVAR. Responsible for representing VIRGIL with European Commission and Parliament, chairing Board etc, then as coordinator facilitating the network, development of transnational projects, liaison with European Commission and Parliament. The network promoted an integrated and participatory approach to rural development, but finally closed in 2009.

Development Officer, Assistant Director, then Director. Apart from management roles, particular responsibility managing European work of the Centre, including research and development contracts each worth over £1 million with DGV, VI, X, XIII. Chairman of a European network of rural NGOs, VIRGIL. Responsible for establishing and managing a national Rural Enterprise Information Service; establishment of Warwickshire Rural Enterprise Network telecentre, a business support centre with day nursery; establishment and supervision of ORBIT business support centre in Lancashire.

Ian was a Board member of this primary school, and led a successful campaign to save the school which was earmarked for closure by the local education authority. This campaign included a participatory survey of the village, and mobilising action to lobby for retention of the school. In the event the school was expanded.

Facilitating the development of capacity of Serenje District Council in Zambia to plan and manage rural development. Included development of capacities and systems for planning, implementation and monitoring of economic and social development including agriculture, roads/bridges, health, water, education. Specific programmes included an oxenisation-programme, community-based water programme, hand-built road construction and maintenance, construction of rural clinics, low-cost schools, and financial management and maintenance systems. This programme pioneered an institutional-development approach in southern Africa, later used by DFID as a model for several programmes in Zambia, Zimbabwe and Kenya and by SIDA, NORAD etc. The capacity-building work included support for learning-by-doing and running workshops from 1-10 days long in planning and management skills.

Undertaking soil/agronomy work at the National University of Mexico, Soil Science Dept. Ran intercropping field trials in a village in the mountains south of Mexico City.
