At the national level, the project will support the implementation of the Just Transition Framework, including the development of innovative knowledge products to enable the implementation and financing of the Just Transition Framework, and will work with a range of stakeholders at the provincial level to assess viable options for green and inclusive industrialisation in Mpumalanga.

Programme management and business development within the Governance and Economic Reform division of Cowater International, the largest and most technically diversified international development consulting company in Canada. • Programme Manager / Co-Project Director for the FCDO-funded £28 million Tax Transformation Programme (TTP) based in Ethiopia. TTP is FCDO’s largest revenue reform programme through a delivery unit methodology centred on the Tax Transformation Office (TTO), responsible for managing the performance of TTP Priority Areas and building the capacity of key beneficiaries, including the Ministry of Revenue (MoR), Ministry of Finance (MoF), and the Prime Minister’s Office (PMO). Together with the Project Director, I worked with FCDO and the senior management of the TTO to create a shared vision of the programme and a better balance between long-term transformation and rapid support while helping to ensure the operational continuity of the TTO in response to Whitehall spending cuts and COVID-19 restrictions.• Project Manager of the C$17 million, GAC-funded National Support for Local Investment Climates/ National Support for Enhancing Local and Regional Economic Development (NSLIC/NSELRED) project in Indonesia. NSLIC/NSELRED supports pilot local economic development programs in 10 districts/municipalities in Southeast Sulawesi and Gorontalo provinces. The project also supports the Indonesian Government in developing regional innovations to enhance local and regional economic development through a Responsive Innovation Fund in line with the government’s National Development Plan.

South African economic & social policy think tank focused on critical development issues and their relationship to economic growth and democratic consolidation.• Project Director, of an EU-funded Youth Unemployment Project. Responsible for overall coordination of conversations (forums) with local authorities, business, and civil society in 20 municipalities across the country worst affected by youth unemployment, management of commissioned research, and liaison with the EU project counterpart in Pretoria, and financial oversight.• Co-wrote a report in response to a request from the High-Level Panel on the Assessment of Key Legislation and the Acceleration of Fundamental Change, headed by former President Kgalema Motlanthe. The panel commissioned CDE to produce an analytical, evidence-based report with concrete recommendations on the legal and regulatory changes required to accelerate employment creation and reduce of poverty and inequality in South Africa (the ‘triple challenge’).

Selected projects include:• Africa – Project Manager, Enhanced Private Sector Development Impact of AfDB Operations: Responsible for managing the delivery of short-term thematic advisory services to strengthen the analytical basis of the Bank’s sovereign and non-sovereign lending operations.• India, Bangladesh, Nepal, Lesotho – Assistant Fund Manager of DFID’s GBP 4m, Responsible and Accountable Garment Sector (RAGS) Challenge Fund, set up to improve the working conditions of women and other vulnerable workers in ready-made garment industries in low-income countries supplying the UK.• Bangladesh – Project Manager, pre-feasibility study for a proposed SME Industrial Park funded by the Bangladesh Investment Climate Fund (IFC/DFID) and serving SMEs in the light engineering, plastics, and electrical engineering sectors.• Bosnia & Herzegovina – Key member of the team responsible for managing the implementation of an EU-funded programme to assist the Ministry of Foreign Trade and Economic Relations (MoFTER) in developing its institutional capacity related to the accession to the WTO, implementation of the Central European FTA (CEFTA), and ongoing negotiation and implementation of EU Stabilisation and Association Agreement.

On behalf of the International Centre for Trade and Sustainable Development (ICTSD) in Geneva, I co-authored a report examining the risks and opportunities of multilateral liberalisation of services in South Africa. The first in a series of ICTSD publications focusing on the liberalisation of services trade in selected developing countries, the study focused on the institutional arrangements supporting GATS negotiations, sector-specific considerations, and the development of an overall negotiating strategy in services.

Supported the development of a multilateral negotiating strategy for services following the launch of the WTO Doha Round in 2001. • Developed initial requests to other WTO member countries for opening of their services markets. This was based on intensive consultations with business associations and service providers in South Africa and included the development of requests in the financial services, mining and telecommunications sectors where South African service providers had developed distinct competitive advantages, particularly with respect to other African countries.• Assisted in the formulation of an initial offer for South Africa’s new GATS schedule. Dealt with services requests received by South Africa from other WTO Member countries during the request-and-offer process. This included consultative meetings in Geneva with other delegations and extensive consultation with key ministries and regulators in South Africa.• Principle discussant on the SACU negotiating team in services negotiations with both the United States and the European Free Trade Association (EFTA). Interrogated the architecture and articles of the services agreements proposed by EFTA and the United States, and coordinated a single negotiating position in services between the SACU member states as a pre-cursor to the main negotiations.
